THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

Position Responsibilities:

• Serves as the Chief Plant Operator for the Water Reclamation Plant
• Recommends and implements section goals and objectives
• Implements goals and objectives set by the Division Manager
• Coordinates the execution and process impacts of capital improvement projects with project managers, consultants and contractors
• Establishes performance standards, guidelines, and methods
• Develops, implements, and administers current and new programs and policies
• Sets overall process-control parameters for the wastewater treatment and water recycling facility
• Develops standard operating procedures and trains staff in order to ensure compliance with State and Federal wastewater and recycled water regulations
• Reviews and interprets operational data to effectively and quickly identify, diagnose, and correct problems with the wastewater treatment process

The Department: 

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Engineering Technician (Electric). Job responsibilities include, prepares scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintains records of as-builts and updates existing SVP maps and records utilizing ESRI-based GIS applications, maintains master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performs computing and drafting operations in AutoCAD, involved in checking drawings of electric utility facilities, perform other duties as assigned.

The Position: 

The Engineering Technician (Electric) is an entry-level classification in the paraprofessional Engineering Technician series. An incumbent in this classification performs routine technical office and field work in support of various engineering projects in the Electric Utility Department. Specific responsibilities will vary according to assignment. Performs related duties as assigned.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or tested equivalent, including satisfactory completion of courses in mathematics

Minimum Experience Requirements: 

One (1) year working with geographic information system (GIS) tools and systems OR one (1) year working with computer-aided drafting (CAD).

Acceptable Substitution: 

Post-secondary education equivalent to thirty (30) semester units or forty-five (45) quarter units including satisfactory completion of courses in mathematics, engineering, CAD, GIS, or related subjects may be substituted for the experience requirement.

License/Certifications: 

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

Desirable Qualifications: 

Computer-aided drafting (CAD) AND geographic information systems (GIS) experience
Completion of post-secondary coursework in GIS and CAD.

Maintenance Worker I

This is the entry-level class in the Maintenance Worker series. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems, grounds, parks, facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Maintenance Worker II

This is the journey-level class in the Maintenance Worker series responsible for performing the full range of duties required to ensure that City infrastructure, grounds, parks, and facilities to which assigned, are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned areas. Positions at this level are distinguished from the level I by the performance of the full range of duties as assigned, working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Maintenance Worker in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and performs the most complex duties assigned to the series.

POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.
