San Mateo County Health is seeking a well-qualified individual for the position of Chief Animal Control & Licensing and Chief Deputy Registrar of Vital Records (Health Services Manager II). This high-level manager will plan, coordinate, implement and manage activities of County-wide programs and services; recommend, develop, implement and evaluate goals, objectives, policies and procedures; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs.

There is currently one regular vacancy within the Public Health, Policy & Planning Division located in San Mateo, CA. This position will travel/drive within the County to perform duties of the job and will provide oversight to the following programs:

Animal Control and Licensing 

• Coordination of animal control services among the 20 city partners. Oversight includes contract and fiscal management of a $6.5 million contract annually, program implementation, reporting compliance, and evaluation.
• Management of the County’s 4,300-square-foot animal shelter, which houses stray and owned animals as well as wildlife. Annually, the shelter receives approximately 4,200 live dogs and cats and provides care for an additional 750 domestic animals.
• Response to nearly 10,000 field services calls and collection of approximately 1,700 live wild animals in the field each year.
• Oversight of the Veterinary Wellness Program to provide access to vaccinations, veterinary services, and necessary medical care for animals within homeless and low-income communities.
• Maintenance of the Fostering Wellness Program to ensure individuals entering rehabilitation programs or hospitals can access essential services without surrendering their pets by temporarily placing their animals in foster care.
• Emergency Operations Center (EOC) Animal Control Branch Director responsibilities to coordinate effective and unified emergency response in collaboration with Peninsula Humane Society, SPCA, and the San Mateo County Large Animal Evacuation Group.
• Knowledge of animal control laws to support enforcement and provide community education.

 

Vital Records

• Ensuring compliance with all applicable regulations for birth and death records.
• Maintaining awareness and knowledge state and federal laws and regulations.
• Timely submission of accurate birth and death records to aid epidemiology in the reduction of negative health outcomes through research, community education, and health policy development.
• Oversight of the distribution of medical marijuana ID cards.
• Coordination with County Coroner, County Attorney, Board of Supervisors, funeral homes, and County residents for vital records requests and requirements.

This position reports to the Director of Public Health, Policy & Planning and directly supervises nine staff and manages a team of thirteen professional and support staff. 

The primary responsibilities include, but are not limited to, the following:  

• Plan, direct, monitor and evaluate the effectiveness of activities, services and programs for Animal Control and Licensing/Vital Records. 
• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and public health needs.
• Ensure accurate data collection and reporting to fulfill legal obligations.
• Ensure services are coordinated with programs of other County Health divisions and County departments.
• Maintain effective working relationships with a wide variety of public and private organizations such as internal and external county divisions and departments, external government agencies, community-based organizations and private contractors.
• Conduct public relations to promote program goals, objectives and regulations.
• Establish, facilitate and maintain effective communication, internally and externally.
• Identify operational and service delivery problems and implement solutions.
• Direct and assist in managing budget for programs and services.
• Prepare, administer and monitor approved budget to ensure the accomplishment of objectives within budget restrictions.
• Ensure that programs are funded with adequate resources to maintain mandated and expected levels of service.
• Negotiate or participate in negotiation of contracts with outside vendors, consultants or organizations; monitor and evaluate related fiscal and legal liabilities.
• Through direct and indirect supervision, select, supervise, train and evaluate staff.

 

Ideal candidate will possess:

• At least three years’ experience supervising animal control and licensing programs and/or vital records services. 
• Experience in animal care, husbandry, or related fields, or with a proven track record in administrative support and office operations.
• Experience in managing programs with multiple funding streams, including grants and fees.
• Experience in emergency action planning and management.
• Knowledge of applicable Health and Safety Codes (for example, CA HSC 122322, CA HSC 121690, CA HSC 122331, CA HSC Division 102).
• Ability to implement change management principles and practices.
• Experienced with analyzing and presenting data in ways that are easily understandable for a diverse array of audiences.
• Experience developing solicitations for services or vendor agreements and developing, implementing, and monitoring contracts. 
• Knowledge of invoicing and reimbursement practices (for example, Accounts Payable Invoice Automation, Coupa, Relish AI).
• Experience with Microsoft Suite applications including Excel, Power BI, SharePoint.
• Working knowledge of required reporting systems (for example, Cornerstone, Electronic Death Records, Electronic Birth Records, Fetal Death Registration Module).
• Excellent written and oral communication skills.
• Experience as a manager, coach, and leader with a track record of supporting programs and staff and motivating teams with humility to achieve equitable goals and objectives.
• Strong personnel management skills and ability to maintain a leadership position for multiple teams and disciplines.

The Department of Public Works is currently seeking to fill one full-time vacancy in the Engineering Services Division.

The Associate Construction Inspectors assigned to the Construction Management Services-Utility (CMS-Fee) Section is responsible for technical inspection services to ensure compliance with City and State Standards and Specifications.   The CMS-Fee Section supports the work being performed by utility companies to construct public infrastructure that will be operated and maintained by the City including storm and sanitary facilities, streets, curb/gutter/sidewalk, street lights, traffic signals, etc.   Typical duties of an Associate Construction Inspector in this section include, but are not limited to, the following: 

• Reviews plans and specifications to determine proper testing requirements and standards. 
• Inspects methods and materials used in the construction of streets, alleys, sidewalks, curbs, gutters, storm drains, catch basins, driveways, approaches, culverts, sewers, landscaping, etc. for compliance with plans. 
• Inspects actual field construction from rough grading to finished paving of streets, including installation of storm and sanitary sewer systems, concrete structures, utility installations, street lights, traffic signal systems, etc. 
• Schedules final inspections and recommends acceptance of projects. 
• Determines the acceptability of materials, especially when there is a question of inferior quality, including researching and reviewing records, logs, and data of various kinds. 
• Ensures conformance to Cal/OSHA safety regulations, including shoring of trenches, proper use of equipment and machines, and adequate public traffic control. 
• Employees may be required to lift test equipment, tools and construction materials with the use of proper equipment. 
• Performs Public Works emergency duties, such as flood watch when required. 
• Investigate and respond to construction inquires/complaints from other departments or the public. 
• Be a mentee for Senior Construction Inspector and assigned to specific inspection area.
• Be available to work various shifts; day, nights and weekends.

The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. You'll supervise staff, oversee procurement and mail services, and ensure compliance with City policies.

Responsibilities include oversight of a centralized Purchasing function. Family Camp in Yosemite is located in the Sierras, about 10 miles west of Yosemite National Park. Family Camp is a summer recreational facility run by the City of San Jose. The camp serves 250-300 campers per day. The program is geared for families by providing lodging, meal service, recreation activities and retail operations.

NOTE: This position requires the Part-Time Unbenefited Cook to report onsite to the Family Camp Yosemite facility in Groveland, California. On-site living facilities are available during the peak season May-October. Schedule will be determined based on operational needs. 

Position and Duties

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill one (1) Part-Time Unbenefited Cook vacancy at Family Camp in Yosemite.

Family Camp at Yosemite is a 51-acre all-inclusive Camp located in Groveland, California near Yosemite National Park where campers are served three meals a day plus snacks and beverages. The Part-Time Cook will be responsible for managing food service operations which include overseeing seasonal staff for kitchen support, menu planning, inventory budgeting, ordering, and control, coordinating with vendors, kitchen maintenance and cleaning, as well as meal preparation for guests and staff (up to 300 people per day).

The Salary range for this classification is $25.96 – $31.52 hourly.
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Part-Time Unbenefited Cook will work seasonal from April through October with varying hours week to week based on the needs of Camp. Regular season operates May through August this position will work 40 hours a week during this time. The shoulder season (April- May & August to October) schedule will be based on operation needs and private group rentals. The ideal candidate will have experience cooking for a large number of guests, accommodating dietary restrictions and managing a commercial kitchen. 

General duties include training part-time food service employees, assigning work and providing direction; developing and maintaining relationships with work experience program volunteers; developing seasonal food and beverage menus; overseeing food preparation quality and safety; and developing and maintaining an attractive and consistent presentation. Additional duties may be assigned in accordance with facility management needs. Please be advised that this position will have a schedule that may include early mornings, evenings, weekends and holidays. Additionally, the position requires long periods of standing, walking, use of a hand-held radio and some lifting. 

• Ensure guests are provided with quality food and beverage items presented in a professional manner that achieves positive reviews and growing sales.

Distinguishing Characteristics

Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT and other complex technical or professional goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
•  Negotiate, prepare, and administer contracts for IT and related complex procurements to ensure organizational needs are met and vendor compliance is maintained. Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids and proposals, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT and technically complex acquisitions that align with Valley Water’s operational, technological, and future needs. Provide guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify, and make recommendations to purchasing standards and procedures related to requisitioning, solicitation of bids, and contract administration to ensure best pricing and overall value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.
• Experience working with project managers to develop scopes of work and write complex Invitations to Bid or Requests for Proposals for the procurement of materials, equipment, infrastructure maintenance, information technology, or other complex technical or professional services.
• Experience negotiating and administering contracts for IT or related complex procurements, with a demonstrated ability to achieve favorable terms and conditions aligned with organizational objectives.
• Experience using procurement software tools.

• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

• Certified Public Procurement Buyer (CPPB)Universal Public Procurement Certification Council (UPPCC), NIGP-CPP or related certificates.
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

This position in the Behavioral Health division of the Health and Human Services Agency performs a wide variety of specialized technical duties and provides information and assistance to the public regarding departmental policies, procedures and laws. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. The position is full-time and scheduled for forty (40) hours per week.
