San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Additionally, the successful candidate will possess the following knowledge, skills, and abilities:
Experience and Background:

• Experience working with adults with co-occurring behavioral health and medical conditions, in emergency services, the criminal justice system, or with adult populations relevant to the position is beneficial.

Qualifications

Knowledge of:

• Human and health services systems in the County including private agencies and other community resources.

Skill/Ability to:

• Provide treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse.
• Set realistic treatment goals and facilitate their attainment.
• Evaluate the degree of mental disability or emotional distress of patients/clients.
• Communicate effectively orally and in writing.
• Provide consultation and technical assistance to agencies, schools and other organizations.
• Work collectively within a multi-disciplinary team.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.   A typical way to qualify is: Master's degree in Social Work, Social Welfare or a closely related field.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

The Management Analyst Series includes both Trainee and Journey-Level positions, providing a career progression path for individuals performing professional-level analytical work. Both classifications involve significant analytical ability and require incumbents to work independently or as part of a team on a variety of budget, project, program management, administrative, and research tasks. Incumbents may rotate among different departments as needed and may be assigned to supervise full-time and part-time employees as well as volunteers. If assigned duties in support of labor negotiations and/or labor relations, the position may be designated as confidential.

The Trainee position is designed for individuals gaining professional-level experience while actively working toward obtaining a bachelor’s degree or may be a professional with a bachelor’s degree in a related field of study working to gain relevant, hands-on experience. The Journey-Level position requires both a degree and experience along with a higher degree of expertise, experience, independent judgment, and application of policies and procedures.

 

MANAGEMENT ANALYST – TRAINEE
This is a trainee-level, exempt position with a steep learning curve, designed to provide entry-level professional experience over a twelve to twenty-four-month period. The incumbent applies education and related work experience while actively pursuing a bachelor's degree. In the alternative, a Trainee may hold a bachelor's degree, but does not have the experience for a journey-level role just yet. Under general and/or close supervision of an executive or department manager, the incumbent will train on and perform a variety of analytical tasks, including budget preparation, program management, and policy evaluation. As experience and education progress, the incumbent may begin to take on more complex assignments. 

While in the Trainee capacity, the incumbent is an at-will, probationary employee. Upon successfully gaining the required experience or bachelor’s degree, the incumbent will be evaluated for potential placement in the Journey-Level Management Analyst classification.

 

MANAGEMENT ANALYST – JOURNEY LEVEL
This is a journey-level, exempt position in which the incumbent operates with greater independence and responsibility. The position requires both breadth and depth of knowledge in theories, concepts, and techniques used in budget, project, and policy analysis, along with a thorough understanding of policies and procedures. Under general supervision, the incumbent will perform complex analytical work, evaluate management projects, and may develop policy recommendations.

Unlike the Trainee, the Journey-Level Analyst is expected to work with greater autonomy, requiring less oversight in conducting research, preparing reports, and making recommendations on administrative and operational matters. The incumbent may also be assigned to supervise employees and volunteers.

What you will do: 
Duties may include but are not limited to the following:

Performs specialized and detailed work in the review and processing of various financial records and related materials; ensures the integrity of data and information related to area of assignment which may include cash management, payroll, accounts payable/receivable and consolidated billing.

Analyzes and reconciles a variety of journals, accounts, reports and records; to prepare, process, and maintains accounting system records, and transactions.

Prepares journal entries and general ledger reconciliations and performs month and year-end closing of accounting records; assists with City-wide budget development and monitoring.

Balances financial information system controls; balances and posts financial transactions to ledgers and sub-ledgers and reconciles to the accounting system; and balances various other financial transactions with source documents and controls.

Processes and prepares payrolls; responds to staff regarding payroll related questions; updates employee information in payroll systems.

Maintains subsidiary records of fixed assets and depreciation, and tags all fixed assets.

Assists in the preparation of schedules as required for audits and special requests.

Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports, statements and records.

Responds to inquiries from the public in person, by telephone, and/or in writing, regarding areas of responsibility and initiates appropriate action to resolve problems.

Researches and answers inquiries from employees and other City departments regarding the status of accounts and payments, including proper transaction coding and related matters.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Assists in daily operations providing general clerical support as needed.
