DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

THE OPPORTUNITY

Essential Duties (include but are not limited to): 

• Inspect Community Center/Aquatics & Fitness Center facilities regularly for safety issues, repair needs, and custodial concerns
• Troubleshoot and complete basic electrical, plumbing, carpentry, and painting tasks including fixture replacement, minor repairs, and surface preparation
• Perform custodial work such as trash removal, cleaning, vacuuming, window washing, and moving or rearranging equipment or furniture
• Perform minor maintenance on building systems including heating and air conditioning units, flooring, gutters, and downspouts
• Assist with room and event setup as needed.
• Respond to maintenance service requests from departments and address public concerns related to facility upkeep
• Collaborate with outside contractors when required
• Maintain accurate logs of maintenance activities, repairs, and supply needs
• Participate in on call duties during critical incidents or major events when assigned
• Maintain pool and spa operations including safe chemical handling, equipment care, and minor part replacement
• Perform minor repairs on kitchen equipment including refrigerators, freezers, stoves, and similar appliances
• Perform other related duties as assigned

The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency telephone and radio traffic.  
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions. 
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.
• Peace Officer Standards and Training (POST) Intermediate Dispatch Certificate; an Advanced California POST Certificate is preferred.

The City of Sebastopol is seeking a dynamic, professional leader who is a collaborative problem-solver to serve as the next Planning Director.                          MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:   

Education/Training: 

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, biology, chemistry or a related field.

Experience:

• Four years of responsible environmental compliance program experience including one year of administrative and/or lead supervisory experience

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• Possession of, or the ability to obtain, a valid Grade II Environmental Compliance Inspector certification through the California Water Environment Association (CWEA).
• Possession of, or the ability to obtain, a valid Grade III Environmental Compliance Inspector certification through the California Water Environment Association (CWEA) is desirable.

Under supervision, the Community Service Officer (CSO) performs a wide range of field and office support duties in the patrol and support services divisions within the Marysville Police Department.

This is a specialized, full-time, non-sworn classification. The Community Service Officer has no powers of arrest.

Definition: 
To perform varied and routine non-sworn duties with emphasis on parking enforcement and vehicle abatement program.

Examples of Duties:

• Enforce sections of the Marysville Municipal Code, other enforcement codes; and assist other City Departments in various code enforcement

• Perform traffic control and non-violent crowd control

• Assist Police Officers in routine investigations and respond to and investigate non-injury traffic collisions
• Respond to general inquiries from the public not requiring a sworn officer, in person at the front counter, on the telephone, through electronic mail, or in the field; take and process crime reports; provide information, assistance and required forms.
• Participate in animal control enforcement activities.
• Respond to general public service calls and complaints; perform a wide variety of citizen assistance tasks.
• Operate computer systems and access data bases such as the California Law Enforcement Telecommunications System (CLETS) to enter, search, confirm and retrieve a wide variety of information related to local, state and national crime activity and investigations using established codes and screens, determine alternative approaches to locating information such as use of aliases and other name variations

• Complete effective presentations to community groups, provide crime prevention information, and help with community events and related duties.

• Testify in court or at hearings on case records and investigative activities.
