Typical duties include, but are not limited to:

• Support the Assistant City Manager or his/her designee with the financial oversight and analysis of the $3.5 million annual budget for the City’s Homelessness Initiatives.
• Comply with state, county, and private grant requirements including cost allocations and documentation of Homelessness Initiatives Program expenditures by contracted service providers, strengthening of reporting systems.
• Manage grants from inception through close out, ensuring that best practices are followed, and spend down is maximized.
• Create annual budgets and budgets for proposals, complete budget modifications, and monitor actual expenditures versus budget.
• Prepare grant invoices and financial reports.
• Prepare financial reports for the City’s Homelessness Initiatives.
• Monitor and track budget, revenue, and expenditures for Homelessness Initiatives within the City’s financial system and with City’s Finance Staff.
• Develop cost/benefit analysis of City’s Homelessness Initiatives investments in relationship to ongoing costs of mitigation.
• Draft staff reports and other written materials.

The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking experienced individuals for the position of Residential Counselor I. Residential Counselors (RC) I will provide guidance, support, supervision, and direction to youth ages 12–18 who have experienced severe or repeated trauma and require intensive mental health services in a Short-Term Residential Therapeutic Program (STRTP) at the County’s Canyon Oaks Youth Center. The RC-I plays a key role in creating and maintaining a safe, stable, and therapeutic environment that supports healing and growth. This includes monitoring residents’ behavior, safety, health, and overall well-being, while fostering connection and responding to challenging behaviors with empathy.

RCs use trauma-informed practices to understand and respond to the underlying needs driving youth behavior, while recognizing the impact of trauma on development, relationships, and coping skills. They assist youth in setting and working towards realistic goals, encourage personal accountability, and model healthy communication, problem-solving, and emotional regulation. Through active participation, coaching, and encouragement, RCs guide residents in practicing life skills, strengthening self-regulation, and building confidence for their next steps.

As an RC, you will play a vital role in creating a safe, supportive, and positive environment for youth in our care. Your primary focus will be ensuring the physical and emotional safety of residents, providing day-to-day guidance, and assisting with daily routines and needs. Working as part of a collaborative team, you’ll help youth feel secure, express themselves, and build the confidence to develop the skills they need to thrive. This includes offering encouragement during challenges, celebrating successes, and modeling healthy, respectful interactions.

Residential Counselors are responsible for, but not limited to, the following:

• Collaborating with day treatment and other program staff to implement treatment and educational strategies and interventions that support individualized goals.
• Ensuring completion of all household and medical routines; supervise and encourage positive hygiene practices of youth.
• Administering first aid, prepare and provide prescribed medication in accordance with protocols and obtain medical care as needed.
• Driving youth to various appointments, community activities, and recreational outings on a regular basis.
• Performing related duties as assigned.

In addition to the above, during the overnight shift, residential counselors must:

• Remain fully awake and alert throughout the entire shift.
• Ensure the facility remains secure while maintaining a calm and comforting environment for youth.
• Conduct and document regular night-time bedroom checks to ensure youth are resting safely.
• Provide support and reassurance to youth experiencing emotional distress or difficulty sleeping.
• Perform necessary housekeeping chores assigned.

IDEAL CANDIDATE
The facility operates 24 hours a day, 7 days a week. The ideal candidate will have the flexibility to work a variety of shifts, including daytime, swing, and overnight within a 40-hour work week (8 hours per day, 5 days per week) and scheduled any day from Sunday through Saturday.

This program only uses physical interventions as a last resort to prevent serious injury or in situations requiring life-saving measures. Residential Counselors must pass emergency intervention training which includes a written and physical hands-on competency examination; annual examinations are conducted to maintain certification.

The ideal candidate will possess:

• A Bachelor's degree in Psychology, Sociology, Education, Counseling, Child Development or related fields.
• Knowledge of trauma-informed care principles, including awareness of the impact of trauma on behavior and development
• Training and experience in managing assaultive behavior and physical restraint.
• A minimum of one year's experience providing direct supervision of youth in a residential treatment setting working with adolescents.
• A California Driver's License in good standing.

IMPORTANT: (COYC) is a Short Term Residential Therapeutic Program and by law, requires employees to obtain and maintain security clearance and be bondable. Any prior criminal conviction since your 18th birthday (excluding marijuana-related offenses that are older than two years as listed in the California Labor Code 432.8) will result in a denial of your security clearance by the Community Care Licensing agency. While in some circumstances an employer may obtain a waiver of conviction from the licensing agency, Behavioral Health has a policy against obtaining such waivers/exemptions for perspective employees. In addition, Behavioral Health will not accept such waivers/exemptions obtained from the licensing agency by applicants in any other manner.

Community Care Licensing also requires providers working in this facility to maintain 40 hours of annual training related to the field, which are provided by the facility. This includes but is not limited to training in Professional Assault Crisis Training model (Pro-Act) upon hire and yearly basis.

ABOUT THE POSITION

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

Duties within the Consumer Protection Programs include:

Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Staffs the front desk to greet visitors, answer questions, answer phones, take messages, and process registrations and sales.

 

KNOWLEDGE/ABILITIES/SKILLS:  
Knowledge of: Operation of a community center; department rules and policies; availability of current classes; basic mathematical functions; janitorial work (including but not limited to: glass and wall cleaning, dusting, trash pickup, restroom clean up, emptying of trash cans, cleaning of kitchen, etc.).

Ability to: Work independently, learn quickly, perform heavy manual labor; work extremely well with others, including customers, staff, contractors, and volunteers; explain policies and procedures clearly and concisely; read and understand English;

Skills: Ability to use office equipment including copy machine, calculator and personal computer, and keyboarding skills.

Education and/or Experience:
Sufficient experience and education to perform the above duties, which is typically obtained through sufficient maturity to perform these duties in a trustworthy manner.

 

PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS:
Perform heavy manual labor, including bending and stooping; ability to explain recreation programs and policies with tact; calmly deal with difficult people and with people of different cultures.  Minor analysis of situations and adopting effective courses of action.

Overview:

The Senior Environmental Planner serves as an environmental compliance lead for critical infrastructure projects that provide safe, clean water to Santa Clara County. This role carries out environmental review and permitting for complex operations and maintenance activities for the Water Utility Enterprise, which includes the pipeline maintenance program. Examples of projects are stream gage improvements, pipeline turnout repairs, pump replacements, and culvert repairs. The planner will also provide expert oversight for other projects as needed.

This is a leadership position that will play a role in developing and executing integrated environmental strategies that protect and restore watersheds, ensure regulatory compliance, and enhance the long-term sustainability of Valley Water’s operations and maintenance activities.

Key Responsibilities include, but are not limited to:

• CEQA Analysis– Managing the preparation and review of California Environmental Quality Act (CEQA) analyses to ensure compliance with environmental standards.
• Permitting Development of permit strategy for local, State, and Federal regulatory agencies. This includes the development of permit submittals for the California Department of Fish and Wildlife, Regional Water Quality Control Board, Army Corp of Engineers, US Fish and Wildlife Service, National Marine Fisheries Service, and Valley Habitat Agency.
• Mitigation Monitoring & Reporting – Overseeing the preparation and submission of mitigation reports and compliance documentation related to various efforts, as well as other environmental permits. This includes compliance with the Santa Clara Valley Habitat Plan.
• Regulatory Compliance & Oversight – Serve as a subject matter expert in environmental planning, ensuring that operations and maintenance activities meet all relevant federal, state, and local environmental regulations.
• Interdepartmental Coordination – Strive for consistency with other Valley Water projects and programs by collaborating with other environmental planners and maintaining alignment with Quality and Environmental Management System (QEMS) protocols and other internal procedures.

• Seven (7) years of professional-level environmental planning or related experience evaluating the impact of proposed public works, capital projects, or facilities in the community and the environment.

• Experience working with State and Federal agencies negotiating permits and ensuring permit compliance.
• Experience in preparing compliance reports.
• Experience in project management.

• Field principles and practices of natural sciences, especially related to air quality, biological resources, geology, and soil, hydrology/water quality, and cultural resources.
• Knowledge and familiarity with construction and maintenance practices.

Ideal Training and Education:

Bachelor’s degree from an accredited college or university with major course work in environmental studies, environmental planning, city and regional planning, environmental science, natural resources management, geography, or a closely related field.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
