Position Duties

The San José Fire Department is seeking candidates for one (1) Senior Hazardous Materials Inspector position within the Bureau of Fire Prevention. This is the supervisory level in a three-tier inspection series of the Fire Department's Hazardous Materials Program. Incumbents participate in and oversee the work of Hazardous Materials Inspectors involved in enforcing city ordinances and codes governing the Hazardous Materials Program. Individuals in this position receive administrative guidance from the Division Manager and perform challenging and complex plan reviews, inspections, and investigations.  They are responsible for recommending changes based on new processes and procedures. This role differs from the next lower class of Hazardous Materials Inspector II, where incumbents carry out inspection work under the supervision of the Senior Hazardous Materials Inspector.

Duties for this position include, but are not limited to:

• Assist in developing the Hazardous Materials Inspection program, goals, and budget.
• Assigns, supervises and coordinates the work of Hazardous Materials Inspectors.
• Provides technical guidance and training to Hazardous Materials Inspectors.
• Establishes procedures for reviewing and approving Hazardous Materials Management Plans for occupancies requiring Short- or Long-Form Management Plans.
• Assists in performing complex hazardous materials system plan reviews and inspections in support of the Hazardous Materials Unit to meet plan check quality and timeline target expectations.
• Prepares required reports associated with reviewing progress, accomplishments of performance metrics, investigations, compliance orders, and other reports as required.
• Attends seminars, workshops, and other types of training to maintain current knowledge of information related to hazardous materials.
• Appears in court to provide testimony, as required.
• Liaison with other internal Development Services partners, outside regulatory agencies, and cities that have adopted the model ordinance.

Salary range for this classification is $138,902.40-$169,325.52 paid annually.

To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  A primary responsibility of this position will be watering City-maintained trees.

The purpose of this recruitment is to hire a temporary/part-time position.  Applicants who do not meet the minimum qualifications for the Tree Trimmer I position may be considered for employment as an Intern.  Work hours vary by assignment and may be required to work evenings, weekends and/or holidays.  Position typically works 25-30 hours per week. 

Temporary/Part-Time employees work no more than 130 hours per month and 960 hours per Fiscal Year.

ESSENTIAL JOB FUNCTIONS

Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS

Education:  High School diploma or equivalent.

Experience:  Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate:  Required upon hire, possession of a valid California driver's license.

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. THE POSITION

Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. THE DEPARTMENT AND POSITION

The Department of Public Works is recruiting for a Facilities Repair Worker I/II/III to perform carpentry, plumbing, interior remodeling, painting, and a variety of other work in the maintenance and repair of City buildings, structures, and facilities.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Performs framing, rough and finish carpentry to erect small structures, partition interior spaces, frame and trim doors and windows, apply siding, build roofs, build stairs, build indoor and outdoor benches, tables, signs, decks, fences, gates, and related items.
• Builds interior cabinetry such as counters, cupboards, and shelves.
• Operates power nail drivers, drills, saws, drill presses, joiners, and related hand and power carpentry tools to make and install custom pieces.
• Installs, repairs, and maintains domestic water supply, drainage plumbing and related fixtures using copper, galvanized and PVC pipe techniques.
• Hangs, tapes, and textures interior wallboard, patch plaster, and apply paneling to finished interiors.
• Masks, sandblasts, brushes and chemically prepares surfaces for painting.
• Operates spray equipment and uses manual tools to paint interior and exterior surfaces, equipment and facilities.
• Repairs metal equipment, recreational fixtures and furniture; fabricates frames and racks using acetylene and arc welding and brazing equipment.
• Prepares forms, sets rebar, pours and finishes concrete to repair or construct equipment and small building slabs, foundations, retaining walls, patios, repairs brick and masonry.
• Installs and repairs shake, asphalt shingle, and tar seal roofing.
• Removes and replaces window glass.

EDUCATION AND EXPERIENCE:

Facility Repair Worker II:

• Equivalent to graduation from high school.
• Three years of responsible experience in building repair and maintenance with at least one year of experience in one of the trades.

Facility Repair Worker III:

• Equivalent to graduation from high school.
• Five years of responsible experience in building repair and maintenance equivalent to the Facility Repair Worker II classification at the City of San Rafael.
• Knowledge of building codes and necessary permits related to building maintenance tasks.
• Possess strong computer skills with programs such as Microsoft Word, Excel and Office.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

THE POSITION

Under general direction from the City Engineer, or designee, the Associate Engineer will perform moderately complex, professional engineering work, and serve as project manager for capital improvement projects under the guidance/direction of the City Engineer, or designee. Work involves responsibility for complex engineering duties associated with the planning, design, construction, inspection, and coordination of civil engineering and public works projects. This position may also exercise indirect supervision over professional and technical staff. The ideal candidate will possess strong ethics, be a problem solver with a service focus and highly responsive. They will thrive in and foster a team-oriented and collaborative environment. 

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

• Prepare all phases of engineering design, plans, and specifications and estimates for the construction of public works projects under the guidance/direction of the City Engineer.
• Inspect project sites to assist in the solution of difficult problems; interpret plans, specifications, City policy and prepare change orders.
• Review engineering calculations, plans, and specified materials for accuracy and compliance with regulations.
• Perform a variety of engineering calculations for hydraulics, street design, right-of-way, and grading.
• Provide information to the public on department operations and current and proposed projects.
• Conduct traffic and transportation studies; design, develop, and implement traffic signal timing systems; perform system analysis and provide recommendations to improve signal system effectiveness under the guidance/direction of the Transportation Manager and/or City Engineer or designee.
• Review and update City standard plans and specifications.
• Review plans, specifications, and engineering calculations for accuracy of design and completeness; review and recommend engineering requirements for minor subdivisions, commercial buildings, and residential projects; check traffic signal plans, lighting, and striping plans; oversee right-of-way engineering work; conduct final inspection of site improvements and public improvements for compliance with City specifications.
• Review and make recommendations on technical reports and studies.
• Coordinate engineering-related activities with other City departments, divisions, and outside agencies.
• Prepare preliminary and final cost estimates; assists in the preparation of the capital improvement budget and program; administer agreements and contracts for capital improvement projects; review payment requests; coordinate change orders and field directives under the direction of the City Engineer or designee.
• Preside over bid openings and pre-construction meetings with contractors and design firms; coordinate engineering work with other departments, consultants, public utilities, developers, and property owners; confer with City, State, and other officials to resolve problems involving engineering projects; resolve and assist others in the resolution of disputes between the City and contractors concerning plans, specifications, and extra work.
• Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of

• Principles and practices of engineering.
• Modern methods, materials, and techniques used in the design and construction of a wide variety of public works engineering projects.
• Applicable local, State, and Federal laws, regulations, ordinances, and engineering standards pertaining to the design and construction of public works and traffic control systems.
• Construction contract administration and estimating of construction work.

Ability to

• Make complex engineering computations and to check, design, and supervise the construction of a wide variety of public and private facilities.
• Communicate clearly and concisely, orally and in writing.
• Use computers to perform engineering calculations and designs.
• Read, evaluate, and interpret moderately complex plans, specifications, technical reports and electronic/electrical schematics.
• Prepare accurate plans, layouts, specifications, cost estimates, and engineering reports under the direction of the City Engineer or designee.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

• Experience: Four years of responsible and relative experience in professional engineering work, including project design and project management experience.
• Education: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field.

LICENSE OR CERTIFICATE

Possession of a certificate of registration as a professional engineer in the state of California. Possession of an appropriate California driver's license and ability to maintain a satisfactory driving record.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a comprehensive compensation and benefits program. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association. 

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of one (1) year probation. The bonus is subject to taxes and is not reportable to CalPERS.
• Monthly Salary: $9,987 to $13,244, and appointment will be based on the qualifications and experience of the selected applicant. Effective 11/1/2025: 3.5% COLA ($10,337 to $13,708/month).
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental & Vision Coverage: City-paid for employee and eligible dependents.
