The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices. 

The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Air Quality Engineer I/II in the Air Quality Modeling and Analysis (AQMA) Section of the Assessment, Inventory, and Modeling (AIM) Division. This is an open recruitment for one (1) full-time, represented vacancy position.
 
 DEFINITION
 
Under direction, performs professional engineering work in a variety of areas such as permit application evaluation, calculation of air pollutant emissions, toxic risk screening and health risk assessment evaluations, compliance audits and source testing; performs related work as assigned.
 
 DISTINGUISHING CHARACTERISTICS
 
 Air Quality Engineer I is the entry-level class of this series. Initially under close supervision, incumbents perform a variety of routine air quality engineering duties while learning District policies and procedures and specialized air quality knowledge. With experience, the work becomes increasingly more diversified and difficult and requires increasing independence of judgment. This class is alternately staffed with Air Quality Engineer II and incumbents may progress to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for the higher-level class.

Air Quality Engineer II is the journey level in this series. Incumbents perform a variety of difficult air quality engineering work and exercise a greater latitude of independent judgment. This class is distinguished from Senior Air Quality Engineer in that the latter is the specialist level and performs the more complex air quality engineering duties and provides lead direction to engineering staff.

About the Division

The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assesses emissions, modeled concentrations, and exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially in impacted communities requiring action plans in accordance with Assembly Bill 617 (AB617). AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The Controller's Office of the County of San Mateo seeks applicants with experience in internal auditing, risk assessment, and business process analysis for the mid-level position of Internal Auditor II.

The qualified candidate will have:

• A four-year degree or an advanced degree from an accredited college or university, with a major or concentration in accounting, finance, business administration, or a related field.
• Certified Public Accountant, Certified Information Systems Auditor, or Certified Internal Audit certificates (highly desirable).
• A minimum of two years of responsible professional experience conducting complex audits, compliance reviews, and internal control assessments in accordance with professional auditing standards.
• Experience in the application of auditing and accounting principles and best practices in operational and business process analysis.
• Experience in performing audits of information (IT) systems and related processes.
• The ability to perform well when working independently and in teams.
• The ability to complete audit projects independently.
• Excellent written and verbal communication skills.
• Excellent research skills.
• The ability to work on several projects simultaneously with minimal direction or oversight.
• A desire to constantly learn about the County departments’ various functions and the services provided.
• The ability to interact with the public, staff, and management on all levels in a professional and effective manner.
• Experience in information systems and software applications such as the Microsoft applications, ACL for data analysis, TeamMate for auditing, Monarch, etc.

The qualified candidate will be responsible for:

• Assisting in the completion of audit projects independently and with a team.
• Performing risk assessments of operations, business processes/procedures, and internal controls.
• Identifying and communicating issues and developing recommended internal control procedures and solutions to address business risks and improve operational effectiveness.
• Ensuring audit findings, analysis, and recommendations are well supported with proper documentation and evidence.
• Following up with auditees and others to ensure assigned audits and projects stay on track and requested information and documents are provided in a timely manner.
• Developing audit programs and testing procedures relevant to risks and testing objectives.
• Developing effective working relationships with auditees.
• Preparing well-written audit reports and other communications in an accurate, clear and concise manner.

THE CONTROLLER'S OFFICE

The Controller's Office mission is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

THE INTERNAL AUDIT DIVISION

The Division works to help safeguard County assets and reduce risks. This is accomplished by conducting independent operations and internal control audits to assist County management to improve operations and reduce risks related to County’s programs, functions, and information systems. Audits are conducted in accordance with the Institute of Internal Auditors (IIA) guidelines.

Examples Of Duties

Duties may include, but are not limited, to the following:

• Prepare clear, concise, and complete data analyses, audit reports, and audit work papers.
• Review internal controls, analyze trends, make recommendations to process procedures and controls, and follow up to ensure that recommendations have been implemented.
• Conduct assigned audit engagements successfully from beginning to end.
• Conduct internal audits of County departments, divisions, and agencies.
• Conduct reviews of County contractors’ compliance with contract and other regulatory requirements.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.
• May receive, process and track all incoming case management, outreach, and counseling referrals as needed.
• Represent the City of Union City in the name of AC Probation, Centro de Servicios, Tiburcio Vazquez, Malabar House/Eden Counseling Services, NHUSD school administrators – principals, teachers, student services staff, UC Family Center,  Fremont Resource Center, (Fresh Lives for Youth (FLY), Filipinos  Advocates For Justice (FAFJ), MidPen Housing, Bay Area Community Health (BACH),  Safe Alternatives To Violent Environments (SAVE) to continue to develop and maintain relationships with these social welfare agencies and organizations. 
• Prepare and give presentations to youth, parents and community members.
• Conduct outreach to promote programs and services.
• Generate and maintain appropriate records, client files, and accurate statistical/monthly reports.
• Participate in weekly and monthly department and community meetings, trainings, and workshops as necessary.
• May provide guidance and clinical support to non-clinical staff who engage with clients. 
• Develop and implement new processes and procedures as needed.
