About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. Our mission is to practice and promote the highest standards of integrity in government. We achieve that by shaping and promoting compliance with the laws and by delivering impactful programs that promote fair, transparent, and accountable governmental decision making for the benefit of all San Franciscans. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.

Essential Duties:  Depending upon assignment, the duties of a Summer Camp Counselor - Recreation Leader I , II or III may include, but are not limited to, the following:

• Assists in planning, organizing, and leading summer camp activities.

Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.

• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
• Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.

As the Capital Programs Manager, your responsibilities will include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Major Capital Projects team in the Capital Project section of the Public Works Department in close coordination with the Deputy Director of Public Works.
• Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.
• Monitor the progress of project schedules, budgets, and costs, ensuring overall quality objectives are met across a diverse range of capital projects.
• Work with the team to determine project assignments and ensure a high-performance work environment that supports achieving the department and County’s mission and objectives.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.

Communications Dispatchers are responsible for receiving and dispatching emergency and non-emergency calls for the Police Department and City.  Responsibilities are centered on extensive contact with the public over the telephone, in both emergency and non-emergency situations to receive, transmit, and provide factual information and assistance.  All activities are performed within specified legal guidelines.  Incumbents are expected to work independently and exercise judgment and initiative.

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.

The City of San Bruno Fire Department offers an exciting opportunity to serve as a Fire Cadet. Our one-year Fire Cadet program is an unpaid, volunteer work experience program that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment. Cadets respond to emergency calls, render Basic Life Support and participate in training, and participate in the daily station duties.

Cadets must be willing to commit to 24-hour shifts, two to four times per month. The cadet program is one year in length. Upon completion, this program meets the manipulative training and experience requirements in obtaining a California State Fire Marshal’s Office Firefighter II certification.

MINIMUM REQUIREMENTS

• State of California EMT or National Registry EMT certification
• Possession of a valid driver’s license and a driving record with minimal violations

Position Summary

Under the general direction of the Director of Engineering and Maintenance (Director), the Ferry Maintenance Manager will provide leadership and direction to the Ferry Maintenance Team, support vessel operations and District objectives. The Ferry Maintenance Manager will assure the vessels are operated to the highest standards. This includes supervision of all fleet maintenance and repair, compliance with regulatory issues and administering cost control measures. The Maintenance Manager is responsible for scheduling all work activities related to the Ferry Division Maintenance Mechanics, managing all aspects of the Ferry Division’s maintenance program, providing timely reports to the Director on vessel performance, spare parts, and equipment reliability. The Ferry Maintenance Manager will comply with safety policies and champion safety initiatives.

Essential Responsibilities

• Manages Ferry Division maintenance staff on a day-to-day basis including scheduled work orders, vessel’s operational needs, vacation, sick, emergency leave and all time cards.
• Works with the Director to inspect Ferry division assets to develop the maintenance plans.
• Develops long term plans that will feed work into the daily work plan.
• Oversees quality of maintenance work on the Ferry Division’s vessels, facilities, and terminals
• Works with the shift leads and procurement staff to ensure all materials needed to complete scheduled work are available as needed to support the schedule.
• Manages subcontractors working on Ferry Division assets. Responsible for working with the Director and the procurement staff to ensure all subcontracting and materials are procured as per the District guidelines.
• Reviews vessel write-ups and maintenance staff feedback to identify future maintenance needs and campaign work required to ensure the highest level of reliability
• Reports discipline problems to the Director of Engineering & Maintenance to determine course of action.  
• Performs quality control inspections of all maintenance work, subcontractor and shipyard work. The quality of the mechanic’s work shall be the Maintenance Manager’s sole responsibility. Subcontractor and shipyard quality control shall be a shared responsibility with the Director at the direction of the Director.
• Evaluates mechanic’s skills, knowledge and performance for use in identifying training needs and yearly reviews given by the Director
• Manages the Ferry Division’s maintenance planning system in all aspects such that accurate records of maintenance work, including employee time and materials, are captured for future planning
• Manages all aspects of communication with mechanics between shifts to the Director and to Operations.
• Consistent with industry practices and mechanic’s safety manual, ensure that all maintenance work is completed following established safe working practices utilizing the proper PPE for all mechanics and subcontractors.

• Works with operation’s staff to troubleshoot, identify problems and provide resources to resolve issues that affect safe vessel operations.
• Manages the use of materials from the storerooms charged out to work orders so that inventory is kept accurate as required by procurement guidelines.
• Closely manages and keeps the Director and Operations Department apprised of all situations that affect a vessels usage. Any deficiency that could possibly bedeemed a “no sail” item by the United States Coast Guard (USCG) shall be closely managed with all involved parties updated as required to have the least impact on operations.
• In conjunction with the Director, determines when and where vessels will be removed from service so that work can be scheduled accordingly.
• On-call 24 hours a day, 7 days a week as required to support operations, frequently required to be onsite two weekend days per month.
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance are required.
