The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Supervisor oversees the preparation of trial court financial documents and required reporting; provides technical fiscal assistance to the courts; reviews funding requests to ensure compliance with statute, budget authority, and Judicial Council policy; and related assignments for court leadership, Budget Services management, and the Judicial Council’s Executive Office. This position directs the work and staff activities that support the Trial Court Budget Advisory Committee (TCBAC) and various TCBAC subcommittees and work groups.

This position works independently with limited supervision and interacts with court leadership including presiding judges, court executive officers, local fiscal court officers, advisory committee and subcommittee members, leadership and management from other Judicial Council offices, and all units within the Budget Service office.

The Recreation Specialist is a unique position that is primarily responsible for specific projects or long term projects requiring relevant knowledge and expertise.

To accommodate the future growth, SVP is in the process of implementing a $400 million system expansion and aging infrastructure replacement plan.

The Position: 

This is a professional position in the classified service assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). This position works directly for SVP’s Systems Support Group (SSG) which is the technology backbone of SVP.  SSG is a growing division, we directly support a large range of technology projects and modernization efforts within SVP, including activities in support of the unprecedented load growth of the Utility. 

We are seeking a highly skilled and experienced Network Administrator to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including SVP’s utility communication and control systems.

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:

1. Network Intrusion Detection Systems (NIDS);
2. Virtual machine VMWare environments;
3. Configuration and administration of networks, firewalls, routers, switches ACL policies;
4. Cisco Access Control Systems (ACS) 2-factor authentication; and
5. Lightweight Directory Authentication Protocol (LDAP).

Other Requirements:  

• On call for 24/7 support of all critical networking structures, perform troubleshooting and maintenance in active electric substations and taking action to insure the Electric Utility meets the CIP Reliability Standards in its communication and control systems at all times;
• Incumbents will have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements;
• Incumbents will be required to obtain and maintain any license or certification mandated by Federal or State requirements; and

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

THE POSITION

Under general direction of the Executive Director, the Strategic Initiatives Director plans, develops, and leads high-priority organizational initiatives that advance Tri-City’s strategic goals and system transformation efforts. The position is responsible for designing and implementing complex, cross-departmental projects that expand services, strengthen community partnerships, and secure sustainable funding opportunities. THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 6. Direct and review the work of contract consultants providing assistance to staff. 7. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. 8. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Principles of maintenance planning and scheduling techniques. Time, material, and labor cost estimating principles and practices used in maintenance and repair projects. Occupational hazards and standard safety practices.

Ability to: Manage and direct a comprehensive municipal infrastructure maintenance and operation program. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs. Plan, organize, direct, and coordinate the work of lower level staff. Delegate authority and responsibility. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Keep accurate material and labor cost records and to prepare required work and time reports. Interpret and apply applicable federal, state, and local policies, laws, and regulations. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.
