The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. General:

• Operates various equipment involved in the maintenance of street, sanitary sewers, storm sewers, water distribution system, parks, street trees, or golf course.
• Operates equipment such as air compressors, pneumatic hammers, power activated hammers, chain saws, concrete saws, pipe cutters, sprayers, compactors, forklifts, painting and spraying equipment and rollers.
• Operates power tools such as air compressors, jack hammers, wet tapping machines and painting and spraying equipment;
• Loads, unloads and operates pick-ups and trucks to transport maintenance supplies and materials.
• Places traffic control flags, signs and cones to direct traffic around work sites; may direct traffic.
• Uses general carpentry and mechanical hand tools such as brooms, rakes, shovels, ladders, hammers, screwdrivers, pliers, saws, drills and wrenches.
• Performs routine maintenance and repair of hand and power tools.
• Tactfully responds to questions and comments from the public.
• Responsible for the safe operation of equipment and tools used.
• May prepare and keep written records and make material and equipment requests.
• May perform some tasks regularly assigned to senior level classes, particularly on a training basis.
• Performs other duties as assigned.

 

WORKING CONDITIONS

Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 70 pounds, such as a jackhammer, is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust chemicals, biohazard materials and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power and noise producing tools and equipment, work in confined spaces, drive motorized vehicles and work in heavy vehicle traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

The base salary for this classification includes pay for potentially hazardous duties as listed in the essential job functions. 

 

Minimum Qualifications

Education & Experience

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent; AND

Two years of maintenance experience equivalent to the level of Maintenance Worker I.

Knowledge and Abilities

Knowledge of: 

• The basic techniques, equipment and materials used in the maintenance of water systems, sewers and/or streets, as required by the program to which assigned.
• The safety procedures for operating equipment and power tools.
• The proper use and care of common hand tools.
• Work practices governing the maintenance and construction of municipal facilities such as streets, sewers, water lines, golf courses, and landscaped areas;
• Landscaped maintenance practices

Ability to:

THE DEPARTMENT

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent; Operation, Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

THE LABORATORY

The WQCP laboratory conducts vital chemical and microbiological tests to the wastewater treatment plant 365 days a year. The laboratory analyzes water samples throughout the various stages of treatment process, and provides the operation with quick feedback critical to maintaining and optimizing the treatment process as well as meeting requirements for regulatory monitoring. The Laboratory is accredited by the Environmental Laboratory Accreditation Program (ELAP) under the State Water Resources Control Board, and maintains accreditation in accordance with the 2016 TNI Standard.

The City of Orinda Parks and Recreation Department seeks qualified individuals with the passion and desire to work with youth campers as a summer Camp Counselor (Recreation Leader) in the Parks and Recreation Department.   This position takes direction from the Camp Director and Camp Coordinator (Recreation Program Specialist) and reports to the City's full-time Recreation Coordinator.

INTERVIEWS:  In-person group interviews will occur on Monday, April 13 from 4:30 - 6:30 pm OR Wednesday, April 15 from 4:30 - 6:30 pm.  Please be prepared to attend one of these pre-set interview times.

MANDATORY TRAINING:  Must be available for paid training on Saturday, May 30, 2026

SUMMER CAMP SEASON:  Must be available for summer camp season June 1 - August 7, 2026

Essential Duties:

Camp Counselors (Recreation Leaders) are assigned to the summer day camp programs working with children ages 3 1/2 to 12 years old.  They assist, plan, organize and lead the physical, recreational and social activities of assigned recreation programs under direction of the Camp Director (Recreation Program Specialist) and the Recreation Coordinator.  

• Bring energy and enthusiasm to the camp environment every day.
• Safely and appropriately supervise campers at all times.
• Plan and lead arts, crafts, games and sports according to the theme of the week.
• Serve as a mentor and role model to campers by modeling positive behavior at all times.
• Use positive discipline with campers and communicate effectively with parents and guardians.
• Effectively collaborate with fellow camp staffers and Parks and Recreation Department staff.

Minimum Qualifications:

Education: Must have completed at least ninth (9) grade by the start of camp.  Coursework in recreation, sports, administration, human development, education or related field is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training on the May 30, 2026 Training Day.

• A valid work permit issued from school (if under age 18 and have not graduated from high school or received a State Certificate of Proficiency).

As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process. The candidate selected for the position will be required to complete a background check including reference checks, fingerprint check, medical/drug-test evaluation and/or other related components.
