THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.
 
Oversee preparation of the annual airport budget.
 
Maintain a detailed database of all commercial and individual airport tenants.
 
Monitor tenant compliance with contract provisions.
 
Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Perform appraisals and provide estimated current values on real property.
 
Administer the City hangar waiting list.
 
Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents.
 
Monitor and submit required FAA reports for the DBE program.
 
Performs related work as necessary.

Minimum Qualifications

EXPERIENCE AND EDUCATION
 
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

Knowledge, Skills, and Abilities:  

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP
• Proficient at Layer 3 routing protocols such as BGP, OSPF, and EIGRP.
• Knowledgeable of Industrial communication protocols (DNP3, Modbus, serial comms).
• Security technologies: Firewalls, VPNs, NAC, IPS/IDS, zero-trust frameworks.
• Wireless standards (802.11n/ac/ax/be) across 2.4, 5, and 6 GHz, and enterprise wireless controller management.
• IT/OT Segmentation and Best Practices for Critical Infrastructure Protection.
• Excellent communication skills and the ability to document complex network topologies.
• Excellent troubleshooting and problem-solving skills.
• Ability to clearly explain technical concepts to both technical and non-technical audiences.

The Department:

About the Position:  Midpeninsula Regional Open Space District (Midpen) is seeking an Information Systems & Technology (IST) Intern in the Information Systems & Technology Department. The IST Intern will be exposed to government information technology and will receive on-going support and training while working collaboratively and establishing and maintaining open communication with all District Staff. They will gain applicable experience to prepare them for an IT Technician job. This intern will also participate in new cybersecurity projects, software integration and provide hands-on helpdesk support in a hybrid work environment.

Duties and responsibilities of the IST intern may include: responding to daily IT help-desk requests; engaging in proactive problem solving and repairing of IT related equipment and systems; assisting in modifying and maintaining existing applications such as but not limited to Windows 10/11 and Office365 applications; supporting, performing research, and executing IT projects as assigned; and providing user support for software applications and technical expertise to all staff regarding the District’s computer network system. The expected start date for this position is in early December 2025.

Basic Requirements:   Internships are open to applications from current students or recent graduates (within the last 12 months). Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field. Successful candidates will have the following education and/or experience: general understanding of network infrastructure and services such as switches, DHCP, file sharing, and Active Directory/LDAP;  understanding of Microsoft products such as Windows Client/Server and Office365; and minimum two years of college or pursuing a two or four-year degree from an accredited college, university, or technical school with major course work in computer science, information technology, MIS, telecommunications, or related field. This position will report on-site to the IST Department at Midpen offices in Los Altos, California and will also drive to the various Midpen field offices; Foothills Field Office (Cupertino), Skyline Field Office (La Honda), South Area Office (Campbell), and Coastal Area Outpost (La Honda). This is a temporary position working 24-32 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00 am to 5:00 pm. Interns may work up to a total of 950 hours over a 7-to-9-month period. This is a non-benefited position.
