The Department

The Human Resources Department currently has an opening for the position of Senior Human Resources Analyst. This position has responsibility for administering the City’s Employee Benefit Programs (including Medical, Dental, and Vision insurance, Flexible Spending Accounts, Deferred Compensation and CalPERS retirement plans, Retiree Health Savings Accounts (RHSA), Employee Assistance Program (EAP), Bilingual Program, Life and Basic AD&D, and Voluntary Supplemental Life.); overseeing open enrollment processes; analyzing benefit plans for cost effectiveness and optimization; ensuring compliance with legal mandates and policies; writing benefit policies; serving as liaison between brokers, providers, and the City; educating employees regarding benefits; managing employee leaves; and other Human Resources duties as assigned. In addition, the position also assists in the administration of the Human Resources Department and provides technical assistance on complex and sensitive issues. This position reports directly to the Deputy Director of Human Resources.

• Participate in the development and implementation of new or revised human resources programs, systems, procedures, and methods of operation.
• Compile and analyze data and make recommendations regarding human resources programs and systems
• Assist in the development and implementation of related policies
• Participate in the preparation and administration of assigned budgets; maintain and monitor appropriate budgeting and expenditure controls.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehensive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommendations.
• Oversee, coordinate, and monitor human resources information systems, procedures, and processes including accounts payables.
• Monitor legislation and analyze proposed legislation to determine impact on human resources operations and programs.
• Serve as a liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Attend meetings as a representative for the Human Resources Department; prepare, administer, and monitor programs.

This position performs a variety of paraprofessional technical and customer service functions supporting the Building Division. Incumbents may advance to the higher-level class after gaining knowledge, skills, certification, and experience that meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.  Responsibilities include interpreting policies and procedures relating to building and construction activities enforcing the building codes. This position is scheduled for forty (40) hours per week. 
 

JOB DUTIES

• Working knowledge of basic construction drawing and blueprint reading. 
• Working knowledge of office methods, procedures, and techniques; manual and automated filing systems; office equipment operation; business correspondence; record-keeping       practices; correct English usage; standard operating policies, procedures and administrative structure. 
• Applicable Federal, State, and local laws, regulations, codes, and ordinances related to    building plan checking, including basic zoning, grading, and flood zone requirements.

The City of Dixon is looking to fill one vacancy in the Fire Department. The "Firefighter/Paramedic Recruit" is an entry-level classification designed for recruits with a current paramedic license to gain firefighting, fire rescue, and fire prevention skills and training necessary through an accredited Fire Academy. Training may include firefighting techniques and procedures; emergency medical training; technical rescue and hazardous materials training.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports.

Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. Performs installation, troubleshooting and repair of computerized automation control work at a modern MBR wastewater treatment facility and remote pumping stations, and assists in the development of maintenance programs for the preventive maintenance and improvements of all instrumentation and control system; supervises and provides leadership to OIT’s, subordinate Operators, and for the operations of the RWTP as well as other water quality functions for the District such as; sampling and monitoring, Industrial pretreatment, commercial discharge and inspections, Fats, Oils, & Grease management etc.

DISTINGUISHING CHARACTERISTICS:
Plant Operator II - This is the journey level class in the Plant Operator series and is distinguished from the I level by the ability to perform the full range of duties assigned without immediate supervision, by having a working knowledge of specific policies which may at times lend itself as a “lead” worker, and by being aware of the procedures unique to the District's treatment plant operations. Positions in this class are distinguished from the III level (supervisor) in that they do not possess supervisory or budgetary responsibility during a shift and are not responsible for handling the more complex problems that may arise within the treatment plant operations.

San Mateo County Health is seeking two experienced and dynamic professionals to serve as Mental Health Program Specialists within the Behavioral Health and Recovery Services (BHRS) division, supporting implementation of the Behavioral Health Services Act (BHSA) and advancing system-wide transformation efforts.

 

These full-time, permanent positions will play key roles in strengthening behavioral health infrastructure, ensuring regulatory alignment, optimizing Medi-Cal revenue systems, and advancing integrated, evidence-based, whole-person care across BHRS.

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

ESSENTIAL JOB FUNCTIONS

Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Experience and Education:

Education:  High School Diploma or equivalent.

Experience:  One (1) year experience performing clerical or accounting support work.

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

Position Summary

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of CEQA, NEPA, Title VI and ADA. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

Essential Responsibilities

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data

The City of San Mateo Parks and Recreation Department is looking for responsible, enthusiastic, and team-oriented individuals to join our Summer Camp Team!

The Position:

This role provides leadership and guidance to per-dem staff, serving as a coach and mentor to support their success. Strong attention to developmentally appropriate practices and safety compliance is essential to maintaining program excellence and accountability.

Qualifications:
The ideal candidate will possess a valid State of California driver’s license, with Early Childhood Education units preferred. They should have at least one year of paid leadership experience within a classroom, after-school program, or camp environment and a minimum of a high school diploma. Strong communication skills, both verbal and written, are essential, particularly when working with individuals from diverse backgrounds. This position requires the ability to work independently while following direction from a coordinator, as well as the capacity to train, supervise, and collaborate effectively with staff, youth participants, and their families. Attention to detail is critical, including maintaining accurate records and submitting required documentation promptly. Candidates must be proficient in computer applications, specifically Microsoft Word and Excel, and successfully pass all required background checks upon hire. A bilingual pay differential is available for candidates fluent in identified languages. Availability is required Monday through Friday from May through August, between the hours of 8:00 a.m. and 6:00 p.m.

Recreation Program Specialist Example Duties:
Duties may include, but are not limited to, the following:

• Assist in the implementation of a 40-hour Summer Camp Training for per-diem staff.
• Collaborate with Recreation Specialists I, II, and III to plan and deliver daily camp activities that are developmentally appropriate for children aged 5-12.
• Lead recreation per-diem staff on behavior management strategies, best practices for working with youth, and daily camp routines such as sign-in/sign-out procedures, field trip management, incident/accident forms, and activity implementation.
• Occasional driving of City vehicles to support programmatic needs, including transporting youth participants on field trips.
• Provide regular and clear feedback to participants’ families regarding their child’s experience and progress.
• Manage camp supplies, T-shirt inventory, and first aid equipment.
• Support the Coordinator in weekly staff meetings to ensure smooth operations and team alignment.

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

 

Minimum Qualifications

 

Education and Experience 

Power Resources Specialist I - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related field to utility business. 

Experience: None

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.
