THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. IDEAL CANDIDATE AND CORE COMPETENCIES

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. • Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

 

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

The Department: 

 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

 

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

 

 

The Position: 

 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The ideal candidate will have strong supervisory, communication, and organizational skills to ensure efficient, consistent, and service-oriented warehouse operations.

Minimum Qualifications:
 • Graduation from high school or possession of a GED
 • Three (3) years of experience in storekeeping, warehousing or inventory control, at least one (1) year of which shall have been in a supervisory or lead capacity
 
Desirable Qualifications:
 • Graduation from an accredited college or university with an Associate or Bachelor's Degree in Business, Public Administration, Finance or related field is highly desirable
 
LICENSE
 Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.
 
OTHER REQUIREMENTS
 • May be required to work additional shifts, weekends, or unusual hours in the normal performance of duties to support emergency situations

The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

ESSENTIAL DUTIES:Duties may include but are not limited to the following:

Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

Revises and updates standard specifications and details related to water and wastewater utilities.
 
Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
Consults with and advises other City employees on utilities engineering matters.
 
Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
Develops and recommends an annual budget and priority for assigned utilities projects.
 
Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.

Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.

DESCRIPTION:

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

 

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City.

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.
3. Facility Cleaning: Perform light janitorial duties, including cleaning restrooms, fitness centers, and lobbies.
4. Events & Equipment Support: Assist with event setup and teardown once events are completed. Maintain special event equipment, furniture and supplies and promptly report any damaged or broken items to a supervisor for replacement.
