The City of Sunnyvale is seeking a division head-level Risk Manager to lead and guide the Risk Management Division. The Risk Manager will bring a dynamic, service-oriented and proactive approach to the City of Sunnyvale organization. Key responsibilities include planning, organizing, directing and coordinating risk management, workers’ compensation, property and liability, and safety programs; collaborating with other divisions and departments; and providing highly complex strategic support to the Director of Human Resources.

DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

• Assists with the preparation of construction documents, drawings, estimates, and specifications    

• Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

• Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

• Provide oversight of engineering consultants and/or co-workers  

• Meets and works with professional and public groups   

• Respond to residents regarding public works concerns  

• Assists in preparing basic engineering plans for roadway improvements including pavement, drainage and striping plans  

• Prepares engineering maps and drawings; participates in the filing and retrieval of engineering maps, documents, and records   

• Conducts work to seek and pursue grant funding opportunities for programmed improvements; and assists in the planning and administration of various projects fueled by local, regional, and federal grant funds   

• Makes presentations to boards, committees/commissions, City Council, and the public; represents the City in matters at various local and regional meetings  

• Meets and works with professional and public groups, and coordinates public outreach for City infrastructure projects and programs   

• Leads, plans, and reviews the work of assigned staff on complex engineering projects (capital improvements, construction, development, and/or maintenance programs) for accuracy and compliance with applicable standards and specifications

• Manage important infrastructure design, engineering, and construction projects from start to finish 

• Assists in the development, implementation, and achievement of goals, objectives, policies, engineering standards and priorities 

• Mentors team members and reviews their work on complex engineering and public works construction methods, procedures, and techniques 

• Researches and identifies funding sources for division projects; prepares and administers the capital improvement/development plan and budget 

• Prepares memos and reports; delivers presentations to Council, Commission, and other groups as needed. 

Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial
projections and analyses; maintains sufficient internal controls to ensure integrity of
financial operations and responsibilities; and provides a high level of administrative and
technical support to the City Manager as assigned.

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work
procedures and practices which will lead to the effective and efficient accomplishment
of Department goals. Recommendations on the improvement of Department activities
are expected.

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.
• Plan and implement the citywide budget process and related fiscal programs.
• Manage the timely and accurate presentation of budget documents and financial reports.
• Coordinate budgeting activities with other departments, serving as the primary budget authority.
• Review departmental budgetary proposals and make recommendations on staffing and resource needs and other expenditure requirements to accomplish citywide goals.
• Prepare financial projections, analyze the City’s financial status and anticipate variances in the operating budget; provide reports and updates of same to the City Manager and City Council as required.
• Conduct a variety of special studies; prepare and may present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Oversee preparation and timely filing of tax, state/federal, and other special reports.
• Interpret and maintain compliance with pertinent budgetary, legal, procedural and specially funded program requirements.
• Manage the City’s capital financing programs, including debt issuance.
• Oversee preparation and coordination of the annual external audit; conduct internal, management and performance audits, investigations and operational studies.
• Responsible for overseeing the systems used for the proper accounting of the City’s assets and financial transactions.
• Prepare a variety of financial and budgetary statements and reports including timely financial statements, budget transfers, cost studies, cash flow analyses, and revenue/expenditure projections.
• Manage fiscal resources including cash receipts, revenues and investments, ensuring compliance with all federal, state, and local requirements.
• Perform oversight of the City’s procurement procedures and systems ensuring that they are in compliance with all federal, state, and local requirements.
• Serve as a resource for labor negotiations, providing accurate and timely information on City costs, the financial impact of contract proposals, and best practices for sustainable labor costs.
• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.
• Develop and implement Departmental goals, objectives, policies, procedures and work standards.
• Make presentations to the Senior Management Team, City Council, various City Commissions, and other groups - community, governmental, and professional.
• Provide support and advice as necessary to the City Manager and Department Directors.
• Perform other related duties as assigned.

The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• Certified Access Specialist (CASp) certification is desirable.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution. EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

  • Five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy.

Department

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into several divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Read Santa Clara, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The City of East Palo Alto is actively seeking a detail-oriented, welcoming, problem solver for the Full-Time Planning Permit Technician position. The Planning Permit Technician performs a variety of routine to complex administrative and technical support duties related to City planning and in support of related services and activities of the Community and Economic Development Department. This role explains ordinances, requirements, City codes, and department procedures for building contractors, architects, engineers, builders, and the general public pertaining to land development, improvement permit requests and concerns. The selected candidate will receive and review plans and applications for completeness. In addition, they will gather, analyze, and summarize data and perform related duties, as assigned.
