The Position

The RTIC Coordinator is a non-sworn classification responsible for overseeing all RTIC operations. This role manages resources, develops and implements training requirements, and ensures the RTIC is functioning effectively. This position provides technical and functional oversight of RTIC to ensure the delivery of timely, accurate real-time intelligence to support field operations and departmental decision-making. The RTIC also participates directly in RTIC operations during peak periods, coordinates scheduling and staffing, and represents the City in related initiatives. Work requires a high level of independent judgment, technical expertise, and the ability to collaborate effectively with sworn personnel, specialized units, and external partners.

 

Depending upon assignment, duties may include, but are not limited to, the following:

 

• Efficiently manages resources, including personnel, budget, and technology, to enhance the overall effectiveness of the center.
• Develops training programs and ensures the continuous professional development of personnel assigned to the RTIC.
• Produces complex reports and bulletins for the Police Department to develop strategies and tactics to effectively prevent and control crime.
• Assists the Police Department with real-time information sharing; utilizes video feeds, intelligence databases, and other systems as needed.
• Assists operations and management personnel in planning the deployment of resources for the prevention and suppression of criminal activity.
• Creates and maintains informational databases; uses complex databases and software applications utilized by the RTIC.
• Participates in operations with specialized units to provide real time intelligence through radio communication and other authorized communication platforms.
• Coordinates the scheduling of the RTIC, ensuring coverage when applicable.
• Acts as an operator for the RTIC during peak operation times.
• Monitors the performance of operators assigned to the RTIC for compliance with policies, procedures, and relevant laws.
• Develops and implements work related procedures to satisfy requirements of local, state, and federal laws.
• Represents the City in interdepartmental, interagency task forces, community, and professional meetings as required; makes presentations as necessary.
• Testifies in court.
• Performs other related duties as assigned.

 

The Real Time Information Center Coordinator receives general direction from the Police Technical Services Administrator or higher-level department personnel.

Senior Human Resources Analyst – Employee Benefits

 

The Department

The Human Resources Department currently has an opening for the position of Senior Human Resources Analyst. This position has responsibility for administering the City’s Employee Benefit Programs (including Medical, Dental, and Vision insurance, Flexible Spending Accounts, Deferred Compensation and CalPERS retirement plans, Retiree Health Savings Accounts (RHSA), Employee Assistance Program (EAP), Bilingual Program, Life and Basic AD&D, and Voluntary Supplemental Life.); overseeing open enrollment processes; analyzing benefit plans for cost effectiveness and optimization; ensuring compliance with legal mandates and policies; writing benefit policies; serving as liaison between brokers, providers, and the City; educating employees regarding benefits; managing employee leaves; and other Human Resources duties as assigned. The Position

 

The Senior Human Resources Analyst will oversee employee benefits programs, including but not limited to:  health and dental programs, wellness programs, leaves administration, retirement plans, etc.  This position will work with benefits program vendors, including RFPs, contract development and administration etc.  Some additional duties may also include the following:

• Participate in the development and implementation of new or revised human resources programs, systems, procedures, and methods of operation.
• Compile and analyze data and make recommendations regarding human resources programs and systems
• Assist in the development and implementation of related policies
• Participate in the preparation and administration of assigned budgets; maintain and monitor appropriate budgeting and expenditure controls.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehensive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommendations.
• Oversee, coordinate, and monitor human resources information systems, procedures, and processes including accounts payables.
• Monitor legislation and analyze proposed legislation to determine impact on human resources operations and programs.
• Serve as a liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Attend meetings as a representative for the Human Resources Department; prepare, administer, and monitor programs.

 

THE POSITION

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

 

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

 

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

 

IDEAL CANDIDATE

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

 

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

 

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

 

QUALIFICATIONS

 

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

 

Finance Clerk I

Education:  High School Diploma or equivalent.

 

Experience:  One (1) year experience performing clerical or accounting support work.

 

Finance Clerk II

Education: High School Diploma or equivalent. 

 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

Job Description

 

The City of San Carlos is offering one part-time, 20-hour per week, non-benefited, in-person summer internship in the City Manager’s Office. The position begins in May-June 2026 and ends in August-September 2026 (depending on school schedule of selected candidate). This position is entirely in-person and will take place on Mondays, Tuesdays, and Thursdays.

 

Video Production Internship

The City of San Carlos City Manager’s Office is seeking a creative and motivated Video Production Intern who is passionate about digital storytelling and public service. This role offers hands-on experience producing engaging video content that helps inform and connect the community.

 

Assignments may include creating social media shorts, YouTube videos, staff and community interviews, event and promotional videos, educational content, and other video-related projects. The intern will also support citywide communications efforts, including content creation and social media, conduct research on a variety of topics, and assist with special projects. The position will serve as a temporary staff member and will receive overall work direction from the Management Analyst in the City Manager’s Office with general oversight from the Assistant City Manager.

Salary range for this classification is $112,563.36 - $137,220.72. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Department of Public Works, Fleet Management Division is responsible for the management of the City’s fleet including the comprehensive inspection, maintenance, repair, acquisition, and disposal. The City’s vehicle and equipment fleet currently consists of over 2,700 assets.  

Fleet Management Division is recruiting to fill one (1) Automotive Equipment Specialist position. Reporting to the Senior Automotive Equipment Specialist, the Automotive Equipment Specialist is responsible for preparing vehicle and equipment specifications, and purchase requisitions. This position, depending on facility assignment, will require traveling, working various shift hours and overtime.  

Key responsibilities and duties may include, but are not limited to the following:  

 

• Works directly with citywide departments to collect vehicle and/or equipment requirements and specifications  

• Prepares written specifications for the solicitation and purchase of vehicles and equipment. 

• Manages assigned vehicle construction projects utilizing vehicle request forms, City purchase orders and budgets. 

• Inspects new equipment to assure conformance with bid specifications, and contacts vendor in writing in the event of discrepancy. 

• Collects documentation and vehicle data, to assist in creating and maintaining vehicle records within Fleet Management’s database.  

• Obtains registration, licensing, and regulatory compliance documentation. 

• Maintains files of California Vehicle Codes and Federal Safety Regulations. 

• Prepares timely reports relating to monies encumbered and expended for vehicles and equipment. 

• Research procurement methods. 

• Collects engineering specifications. 

• Works directly with City communication departments to assist with installation design of two-way radio and mobile network systems.  

• Research and provide recommendation for battery electric vehicles and equipment.
