The City of Patterson’s Public Works Department is seeking to fill (1) one part-time Maintenance Worker I position and to establish an Eligibility List.  In this entry level class in the Public Works Maintenance Worker series, employees are trained and learn to become gradually more independent in, performing unskilled and semi-skilled manual labor in the repair, maintenance, construction, landscaping and cleanup of public works, parks and city facilities and services.  Duties include but are not limited to assist with digging out, breaking up and hauling away damaged sidewalks, gutters, curbs, and asphalt pavements; assist with painting street signs, crossings, crosswalks, curbs and centerlines; assist in repairing or installing landscape irrigation systems; learn to trim, prune, and remove landscaping and shrubbery; learn to operate a variety of trucks and equipment, including dump trucks, vactor trucks, rollers, front-end loaders, backhoe, tractors, air hammers, pavement breakers, lawn mowers, and other turf equipment; performs related duties as assigned.

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

Typical Qualifications:

Knowledge of:

• Building and municipal code sections as related to permit processes and inspection procedures; various construction methods and terminology; real property description and terminology; basic research methods used in the collection, tabulation, analysis and application of building inspection data. 
• Related departmental policies and procedures.
• Modern office practices, procedures, methods and equipment, including computer systems and software, including specialized permit maintenance systems.
• English usage, spelling, grammar and punctuation.

Ability to:

Experience: Three (3) years of office support experience including public contact and at least one year working in an Engineering or Building department.

Education: Associates degree in public administration, architecture, or other closely related field.

About the role:                   

The Parks, Recreation & Community Services Manager – Arts & Events is responsible for overseeing the City’s signature community events, cultural programming, and public art initiatives that celebrate Redwood City’s diverse community and vibrant downtown. This position manages the planning, coordination, and production of a wide range of public events including festivals, concerts, cultural celebrations, and arts programming that bring people together and foster community pride.

In addition to event management, this role provides critical support to the Director of Parks, Recreation, and Community Services on all public art initiatives. The Arts and Events Manager serve as the staff liaison to the Arts Commission, manages website content related to the Commission and public art, and leads the implementation and updating of the City’s Public Art Master Plan. The position also ensures compliance with the Percent for Art Ordinance, including public art permit application management, maintaining detailed records of all art in public places (45.070 Section C), and overseeing the recognition and promotion of public art throughout the city.

Education/Training:
Equivalent to the completion of the twelfth grade. Additional specialized training in drafting, graphic design, urban planning, surveying, engineering, mathematics, computer science, the physical sciences or a related field is desirable.

License or Certificate:
Possession of an appropriate, valid driver’s license.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

Prerequisites / Qualifications

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions.

The City of Foster City is looking for a Public Works Maintenance Worker I who is able to demonstrate competency and increasing independence, knowledge and ability in performing routine and special assignments in a variety of maintenance program areas in the Public Works department. This position is expected to rotate through all the maintenance divisions of streets, lagoons, water, and wastewater. This is a full-time entry-level position. 

The ideal candidate will be an active listener with the ability to understand and follow verbal or written instruction. They will be able to safely operate equipment and tools and recognize the use of safe work practices. This individual will establish and maintain cooperative working relationships with others and learn and retain information concerning equipment, functions, and projects. This position requires standby and emergency response coverage before or after regular work hours, weekends, and holidays.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Completion of a job or technical training program in maintenance, or construction, completion of high school or the equivalent.

Experience: One year of full-time experience in general maintenance or construction.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 50%), Written Exercise (weighted 25%), and Practical Exercise (weighted 25%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.  

The ideal candidate will have significant economic development experience and will excel project management. The ideal candidate will be able to “hit the ground running” and quickly establish rapport, trust, and credibility within the organization and the community.

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.

• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
