THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. Working alongside the treatment plant contractor, the Utilities Engineering Team plays a crucial role in overseeing capital improvement projects and ensuring the infrastructure meets current and future demands. 

THE JOBS & IDEAL CANDIDATES

The Utilities Business Manager is an exciting opportunity for a financially savvy, strategic thinker to make a meaningful impact in one of Gilroy’s most vital service areas. The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. This role will supervise two staff, and may supervise more staff as the department grows. They will serve as a critical advisor to the Utilities Director, helping to shape operational strategy. The ideal candidate will bring extensive knowledge of public finance, budgeting, and rate-setting, combined with demonstrated leadership in team management. Experience working with grants, contracts, and municipal systems is highly valued. A collaborative and visionary approach, paired with a customer-service mindset, will set the foundation for success in this impactful leadership role.

The Utilities Operations Manager role is ideal for a mission-driven leader who thrives in fast-paced, hands-on environments and is passionate about delivering top-tier utility services. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.

The City of Newark is currently accepting applications for Police Officer Trainees - Entry Level and Academy Attendees. 

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be legally authorized to work in the U.S and be at least 21 years old at time of swear-in. All applicants must possess a strong moral character, as well as good work ethic and maturity. All candidates will be required to undergo comprehensive testing processes to determine their physical and mental suitability for a career in Law Enforcement.

The Police Officer Trainee is a temporary employee.  The trainee attends a P.O.S.T. certified academy.  Upon successful completion of the academy, the trainee will be eligible for appointment to the position of Police Officer.  New Police Officers will receive benefits available to regular employees and will serve an 18-month probationary period.

The Newark Police Department is a modern, progressive law enforcement agency with 59 sworn and 27 professional staff employees. Well qualified officers enjoy specialty assignments and promotions based upon training and experience. The San Bruno Police Department 

The San Bruno Police Department has a long-standing tradition of small-town service with a big-city dedication to public safety.  The department employs a community-oriented policing and problem-solving philosophy where members of the organization are encouraged to develop innovative strategies to improve police operations and service to the community.    

Police Officers will work on assigned, rotating shifts, patrolling City streets, parks, commercial and residential areas to preserve the peace; providing traffic control, investigation and first-aid at accidents; performing detection, investigation and arrest of persons involved in crimes or misconduct; responding to emergency calls and investigating robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, and other criminal activity; taking appropriate law enforcement action; serving and protecting the public, and performing additional duties as required.

Lateral applicants must be able to meet all Entry Level requirements listed above; and 

• Must currently be employed as a full time paid, sworn police officer for at least two years, or have been employed for at least 24 months as a full time paid sworn police officer in a civilian governmental jurisdiction prior to application; or  

• Possession of a valid California P.O.S.T. Basic Certificate or equivalent as approved by P.O.S.T.

The Position 

The San Bruno Police Department is recruiting for Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.   

Essential Duties 

• Receives and transmits emergency telephone and radio traffic.   

• Maintains and processes a variety of communications reports, records and radio logs. 

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records. 

• Maintains a high level of confidentiality. 

• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.  

• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters. 

• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.  

• May act as Records/Dispatcher Supervisor in their absence. 

• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies. 

• Maintains various C.A.D and Record Management Files. 

• Performs related duties and responsibilities as assigned.

Position Duties

The Department of Transportation (DOT) is seeking to fill multiple Maintenance Worker II (MWII) positions.
 
Under general supervision by a Senior Maintenance Worker and Maintenance Supervisor, employees in MWII positions provide lead direction to small and large crews engaged in the maintenance and repair of sewers, streets, and public facilities. MWIIs are major contributors to the Department's efforts to provide exceptional service to its customers and all have important field responsibilities. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.
 
MWII responsibilities vary by section, but may include the following: 
 
PAVEMENT MAINTENANCE: Planning work, providing lead direction to, and participating in, small and large crews engaged in the maintenance and repair of pavement in public streets and drainage systems. Additionally, MWIIs in Pavement will be expected to learn how to safely care for and operate paving and heavy equipment vehicles.
 
ROADWAY MARKINGS MAINTENANCE: Providing lead direction to, and participating in, a crew responsible for the maintenance of approximately 5.4 million square feet of roadway markings throughout the City. MWIIs in Roadway Markings use various types of spray paint equipment to mark limit lines, bike lanes, crosswalks, double yellow lines, and other legends, as well as remove and install reflectors.
 
TRAFFIC SIGN MAINTENANCE: Providing lead direction to, and participating in, a crew responsible for the maintenance, repair, and new installations of traffic control signs, street name signs, barricades, and guardrails.
 
TRAFFIC AND LIGHTING MAINTENANCE: Repairing streetlight outages as well as assisting the streetlight electrician and wreck crew in traffic signal repairs; Responsible for installing and maintaining traffic signals and streetlights throughout the City under supervision of an electrician.
 
SANITARY SEWER & STORM MAINTENANCE: Providing lead direction to, and participating in, a crew responsible for keeping the sanitary lines free of blockage, performing scheduled preventative maintenance at sanitary and storm pump stations, and working towards reducing current backlog of sewer repair projects. Keeping the sanitary lines free of blockage may require the use of high-pressure units, rodding units, and Vactor trucks. As assigned, operates a motorized street sweeper in an assigned district, including driving to assigned routes to clean streets and gutters, and remove dust and litter.
 
LANDSCAPE MAINTENANCE: Providing lead direction to, and participating in, a crew responsible for maintaining the landscape of roadways, backups, and designated locations in the public areas throughout the City. They may participate in graffiti abatement, poster and sticker removal, enhanced debris and weed abatement, street furniture service and installation, enhanced cleaning of catch basins, illegal sign removal, sign repair, and tree and horticultural tasks.
 
Further, all Maintenance Worker IIs may be called upon to participate in storm and emergency response, as well as complete special projects.
These positions require grasping, reaching, bending, pulling, kneeling/crouching/squatting, lifting, and carrying objects up to 100 pounds to complete the described job duties; Standing and walking are performed intermittently.

Minimum Qualifications:

Education: Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate)
 
Experience: Three (3) years experience in the maintenance and repair of streets, sewers, parks or public facilities, or related field.

 Licenses or Certifications:

• Possession of a valid driver’s license in the State of California is required.

• As a condition of employment in some designated positions, possession of a valid State of California Class A or B driver’s license with applicable endorsements is required.

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. DISTINGUISHING CHARACTERISTICS

Engineering Technician I - This is the first level in the paraprofessional Engineering Technician class series. Positions at this level require technical engineering experience and/or training but are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Engineering Technician II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. • Provide phone and counter support; answer questions and provide technical information and assistance to contractors, developers, engineers, and the general public on the City’s engineering services and activities; investigate and follow-up on complaints from the public.
• Review a variety of engineering plans to assure compliance with City codes, ordinances, standards, and specifications; process public works applications including encroachment, grading, and building applications.
• Assist with the development of designs and specifications for public works projects; draft plans, maps, and design drawings for a variety of projects and studies; perform right-of-way research for projects; make or assist with engineering computations.
• Perform field inspection duties on assigned projects; ensure work performed complies with project plans, specifications, standards, and contracts; refer issues to higher level engineering staff as required.
• Provide technical support to a variety of engineering studies including traffic surveys, traffic flow studies, and accident investigations; research, collect, interpret and record data.
• Update sewer maps to accurately inventory all sewer assets; locate, verify, and map existing City sanitary sewer lines, manholes, and storm drain facilities.
• Perform technical duties in the development, implementation, operation, and maintenance of the City’s geographic information systems; compile, store, inventory, and analyze data; integrate OMI data; prepare queries and report modifications.
• Conducts field and GPS surveying for GIS database development efforts including to verify data.
• Design, develop, and assemble a variety of maps and exhibits.
• Prepare graphic displays for engineering reports and public presentations.
• Stay abreast of new and emerging trends and changing technologies related to the area of assignment including in the field of geographic information systems; read pertinent industry publications; attend meetings and training as required.
• Review, process, and issue local transportation permits.
• Maintain engineering files, records, and maps.
• Perform surveying and staking assistance for preliminary and construction field surveys; compute traverse closures, grades, distances, angles, and areas; reduce field survey notes.
• Perform related duties as required.
