As the Grants Program Manager, you will manage many projects aimed at assisting partnering districts, agencies and non-profits, all who serve the people of Yuba County in Yuba Water’s various mission areas. You will also be the primary point of contact for partners seeking agency support toward fulfilling their mission objectives, and perform management-level grant administration, policy development, strategic direction, as well as assisting partners in seeking additional outside grant funds. 

Under general direction, with the support of subject matter experts, the Grants Program Manager is responsible for planning, organizing, and managing the strategic direction and daily administration of the Agency’s community outreach grants programs and finding ways to assist Yuba Water’s partners.  This role offers autonomy to be innovative and creative, developing new pathways to help grantees succeed while serving as the Agency’s primary liaison to community partners and funding entities.

The Department of Public Works is responsible for the design, construction, contract administration, and overall maintenance and operation of the City's transportation, stormwater, wastewater, parking, buildings, and parks infrastructure.

About the Position

Positions in this advanced-level classification perform a variety of clerical work including: complex multiple financial transactions and record keeping; extensive interaction with the public and other interested parties; and other responsible and complex support functions where there is minimal supervision of work that involves standard operating procedures.

Positions in this classification are distinguished from those in the lower class of Administrative Clerk through the complexity of the work performed, the job knowledge required and the independence with which duties are performed.  Senior Administrative Clerks independently compose written documents.

Essential Duties

• Processes forms, invoices and other documents in accordance with established procedures; and checks for accuracy and completeness of entries, and for compliance with applicable City, statutory and other requirements; may transcribe documents
• Computes and receives fees in accordance with department schedules and procedures, records revenue received and provides for the deposit of monies.
• May provide limited supervision to part-time or temporary personnel.
• Enters data and information in the preparation of reports, correspondence, forms and other documents.
• Processes accounts payable and prepares cash deposits.
• Works to solve customer complaints and issues related to assignment.

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Working closely with Community Development Department staff on the development and implementation of the City’s Housing Element, including annual reporting and related policies, as well as implementation of State housing laws at the local level.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for vacancies.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field. 

Experience:
Housing Analyst I

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

The City of Patterson’s Public Works Department is seeking to fill (1) one full-time Maintenance Worker position within the Parks division and to establish an eligibility list.  Duties include but are not limited to: Under supervision performs routine manual labor, maintenance, and repair tasks while learning to perform a full range of semi-skilled work required in maintenance, repair, operations and construction of related facilities, parks, and services; performs other duties as assigned.

Successful candidates will be placed on an eligible list that may be used to fill future vacancies in the City’s Urban Forestry, Parks, Streets, Collections and Building Maintenance Divisions.  Eligible lists may be valid for up to twelve months.
