The Software Services Manager will lead Valley Water’s Software Services Unit, which is responsible for all enterprise applications including, but not limited to: ESRI ArcGIS, IBM Maximo Asset Management, Web Design and Publishing, Intranet, Oracle and SQL Databases, Application Development, and Infor ERP.

Key Responsibilities include, but are not limited to:

• Oversee and manage enterprise applications, including cloud-based solutions such as Microsoft Azure and AWS as well as legacy systems.
• Develop and integrate AI and machine learning technologies into enterprise applications to enhance data analytics and decision-making processes.
• Supervise three to four team leads and ensure effective collaboration within the team to achieve project goals.
• Serve as a key liaison between IT and business units, ensuring customer needs are met and exceed expectations.
• Assist IT customers with software selection, requirements gathering, and migration to new services as the organization modernizes.
• Drive the implementation of cybersecurity best practices across all software services to protect sensitive data and maintain compliance with industry standards.
• Manage vendor relationships, negotiate contracts, and ensure third-party solutions meet Valley Water’s requirements and standards.
• Promote culture of continuous improvement by staying current with emerging technologies and industry trends.
• Plans, manages, and oversees staff and consultants responsible for database administration, systems development, and support of ERP, GIs, Asset Management, Databases, Custom Applications, Payment Processing, and other enterprise services. Provides leadership and analytical support in assessing the overall functionality of information systems, integrating with existing and planned systems, and implementing and ongoing support.
• Manages and participates in the development, design, implementation, and modification of Valley Water-wide and division/unit-specific business applications and platforms, including applications development and support, database administration, systems administration, and internal and external websites; directs the review, analysis, and modification of existing systems and applications; coordinates the design, development, upgrading, implementation, and testing of new systems and applications.
• Prepares and develops project specifications; evaluates third-party software applications; ensures new and revised software applications adapt with existing computer systems. Coordinates with the Technology Innovation, Program Management, and Infrastructure unit to execute Valley Water technology goals.
• Leads and guides project teams in selecting and executing applications support projects, including developing strategies to complete work and ensuring compliance with acceptable information services standards and Valley Water procedures. Responsible for governance and prioritization of the software services application portfolio with a drive to reduce costs and to provide Valley Water employees with the best applications available on the market.

• Proven experience in leading software services teams and managing enterprise applications.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The City of San Rafael Library and Recreation Department is now accepting applications for the position of Facilities Attendant (Athletic Fields).    This position is responsible for supervision of athletic fields during assigned work hours while providing a positive and welcoming presence at the park.  The Facilities Attendant serves as an ambassador to park visitors, ensuring renters have access to their permitted spaces, unlocking soccer goals as needed, and promoting responsible use of the facility.  The Facilities Attendant also positively enforces park and field rules, encourages users to clean up after themselves, and helps to maintain a safe, respectful, and enjoyable environment for all.  Bilingual in Spanish is preferred but not required.

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

Essential Duties and Responsibilities:

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Certificates and Licenses:

The City of Lincoln's Finance Department is seeking a detail-oriented and collaborative individual to join our team as a Payroll Technician or Senior Payroll Technician, depending on qualifications and experience. This position plays a vital role in ensuring accurate and timely payroll processing for the organization. The ideal candidate will have a strong understanding of payroll practices, excellent organizational skills, and a commitment to delivering high-quality customer service to employees and departments. The position will be filled within the class series at the Payroll Technician or Senior Payroll Technician level, depending on qualifications.  The salary for each level is:

DEFINITION

Under general supervision, performs general and specialized payroll and accounting duties related to the preparation, issuance and maintenance of City-wide payroll and financial records and payroll system; reviews and reconciles a variety of payroll reports including payroll taxes, benefits reports, quarterly taxes, and PERS retirement contributions; to serve as liaison to departments and City personnel, researching and responding to questions related to payroll; and to prepare and submit a variety of payroll related reports; and performs related duties as required.

 

DISTINGUISHING CHARACTERISTICS

The Payroll Technician is the entry-level class within the Payroll Technician series; however, it operates at the journey level. Employees at this level are expected to perform the full range of routine to moderately complex payroll duties, requiring thorough knowledge of City payroll systems, policies, and departmental procedures. While Payroll Technicians operate independently in day-to-day payroll processing and compliance tasks, they are not typically responsible for interpreting complex regulations or acting as subject matter experts.

This classification is distinguished from the Senior Payroll Technician by the scope, complexity, and level of responsibility. Payroll Technicians work within established policies and procedures, while Senior Payroll Technicians lead the resolution of complex issues, interpret regulatory changes, and serve as technical specialists in the field.

 

The Senior Payroll Technician is a specialist-level classification responsible for the City’s payroll function. This class is distinguished from the Payroll Technician by the assignment, responsibility and performance as an experienced specialist in public sector payroll who can independently perform the duties and is expected to be the expert in the field. This work involves the interpretation and application of Federal, State and organizational rules, regulations and procedures requiring sustained, frequent, and intensive use of financial, statistical, and numerical data and information. The position requires a significant degree of knowledge, skill and experience in payroll functions and exercises a high degree of independent judgment and decision making.

 

SUPERVISION RECEIVED AND EXERCISED

Receives supervision/general supervision from the Accounting Manager and/or Finance Director. May exercise technical and functional supervision over staff acting as supporting payroll personnel.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

Payroll Technician:

• Maintains the payroll system and employee pay records; posts and distributes time and attendance records, reviews, audits, and corrects time sheets; prepares paychecks; distributes paychecks and reports to various departments; prepares and files required reporting documents in an accurate and timely manner (including but not limited to quarterly reports and annual reporting of W-2s).
• Demonstrates a full understanding of applicable wage policies, procedures and work methods associated with assigned duties; maintains current knowledge of City, state and federal legislation affecting payroll; understands and implements applicable provisions of MOUs.
• Prepares pay records for posting to the general ledger; reconciles payroll records to the general ledger; prepares payroll journal vouchers; prepares a variety of routine and special reports as necessary; reviews, reconciles, approves, and submits all vouchers for payment of payroll liabilities (may include tracking of COBRA insurance payments and receipts).
• Processes withholdings, deductions, wage garnishments or other special payroll actions, and changes affecting net wages such as exemptions, insurance coverage, and loan payments; submits PERS retirement reports each payroll; prepares payroll tax deposits; complete, verify, and process forms and documentation for administration of benefits such as pension plans, and unemployment and medical insurance; reconciles payroll deductions withheld from employees to actual cost, including union dues, deferred compensation and credit union.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; reviews wages computed and works with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Assists employees, benefit vendors, auditors and outside agencies with payroll questions and requests; works with management to address any legalities and payments regarding compensation concerns such as judgments, arbitrations, and/or court rulings; assists employees in the completion of payroll related forms; researches changes to wage and hour ordinances and recommends modifications to the payroll system for compliance purposes; researches and analyzes data regarding salaries and benefits for cost studies.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and/or management.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
• Interfaces with the Human Resources Department to assure proper and timely processing of employee related paperwork.
• Perform related duties as assigned.

 

Senior Payroll Technician:

• Coordinate and perform a variety of specialized and detailed duties involving the processing and review of City-wide payroll; perform manual calculations as necessary, ensuring integrity and accuracy of data.
• Processes withholdings, deductions, union dues, wage garnishments or other special payroll actions and changes affecting net wages such as exemptions, disability insurance, health insurance coverage and loan payments.
• Balance and post payroll transactions to payroll ledgers and reconcile to accounting system; balance other financial, statistical and operational reports, statements and records.
• Ensure the accuracy of the City’s payroll; conduct detailed research and make corrections to calculations and payroll related reports.
• Analyze and reconcile payroll records; prepare, reconcile and submit a variety of bi-weekly, monthly, quarterly and annual payroll reports including but not limited to payroll taxes, GCC, ACA, W2’s, retirement, deferred compensation, payroll deductions, leave accruals and miscellaneous benefits.
• Reviews, reconciles, approves and submits all vouchers for payment of payroll liabilities including tracking of COBRA insurance payments and receipts. 
• Establish and maintain a variety of files for employee and payroll records; maintain records of payroll deductions; track and reconcile deductions.
• Determine schedules and timelines for payroll processes; post and distribute time and attendance records; review timesheets for accurate record-keeping; and preparation and submission of related reports.
• Test and implement payroll software system changes; consult with other City staff and outside vendors regarding software updates.
• Work with management to interpret and implement personnel rules, Memoranda of Understanding, federal and state regulations, CalPERS rules, and changes to reporting; explain rules and regulations regarding payroll.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; review wages computed and work with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and management.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

The Housing Programs Specialist will perform the variety of tasks required to maintain eligible households in the rental subsidy programs, while observing regulatory and quality assurance requirements and offering an elevated level of customer service.  The person selected for this position will work as part of the Voucher Other team– and will be responsible for determining initial and ongoing eligibility for the various housing programs.

At the Housing Programs Specialist I level, incumbents are trained to perform eligibility, occupancy, and housing inspection functions according to regulations and established procedures. The position requires utilizing dedicated housing case management systems including Yardi and Laserfiche.  The salary range at the Housing Programs Specialist I level is $69,690 - $87,126.

 

At the Housing Programs Specialist II level, incumbents independently perform all duties including rent negotiations, eligibility determination, portability, and other duties of the position. Both levels are characterized by the presence of HUD and HACSM regulations and guidelines from which to make decisions, although the frequent use of tact, discretion, initiative, and independent judgment are required.  The salary range at the Housing Programs Specialist II level is $78,280 - $97,760.

 

This is a full-time, regular position. The Housing Programs Specialist will be hired on a 9/80 schedule with every other Friday off).

 

WHAT YOU WILL DO

• Interview housing applicants and participants to obtain program eligibility information.
• Review and verify submitted information.
• Determine eligibility and subsidy amount and communicate this to applicants and program participants.
• Ensure compliance with application HUD regulations and HACSM policies and procedures.
• Conduct participant eligibility recertifications and interims.
• Track progress of clients who are in housing search.
• Advise participants (tenants and landlords) of program requirements and changes. 
• Provide excellent customer service by responding to questions and complaints and mediating disagreements between applicants, participants, landlords, owners, and others.
• Make referrals to community resources and other human services programs.
• Utilize various software application systems and establish and maintain electronic files and records.
• Prepare, complete, and distribute various housing forms and documents as required to complete the eligibility processes.
• Investigate possible fraud situations.
• Attend community meetings, as needed.
• Perform other duties as assigned.

 

WHAT YOU WILL NEED

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  All new hires will be placed in the Housing Programs Specialist I classification level.  

 

Relevant knowledge includes:

• Laws, rules, regulations, procedures, documents, and terminology related to affordable housing programs, especially the Housing Choice Voucher program.
• Fair housing principles and regulations.
• Principles and techniques of effective customer service including working with clientsandco-workersfromculturallyandsocio-economicallydiversebackgrounds.
• Principles and practices of effective interviewing, negotiating, and case management.
• Principles and practices related to eligibility determination, field inspections, referral, and real estate lease/rental.

The Housing Authority of the County of San Mateo

With an annual budget of more than $150 million, the Housing Authority of the County of San Mateo (HACSM) is federally funded through the Department of Housing and Urban Development (HUD) and provides housing assistance to low-income families throughout San Mateo County.  In San Mateo County, HACSM is a component unit of the Housing Department of the County of San Mateo but is a separate entity that utilizes different case management and financial reporting systems.  In addition, HACSM has separate payroll and benefits from the County of San Mateo and HACSM employees are not County employees.  

 

The Housing Authority serves over 4,700 low-income households by providing rental subsidies so that they may rent in privately owned properties in San Mateo County's expensive housing market. Currently, approximately 1,700 property owners participate in the HACSM's programs. By leveraging its Moving-To-Work (MTW) status and collaborating with Housing and Community Development division of the Housing Department, the Housing Authority also provides funding and support in preserving existing and developing new, affordable housing units.

The Department
