ABOUT THE POSITION

This is an excellent opportunity for a motivated professional to join our team as a supervisor helping the Parks Division meet its goal of fostering a range of recreational opportunities for the public through clean and safe park and landscape spaces. Under general supervision of the Schools Outreach Project Lead, this position is primarily responsible for coordinating and supporting educational and operational activities at Davis Street Transfer Station Educational Center, the Fremont BLT Enterprises Transfer Station Educational Center and student waste and climate change reduction action projects. This position implements program initiatives in support of StopWaste’s mission, goals, and strategic priorities; provides routine administrative and operational support to assigned program areas; participates in organizing and coordinating public education and outreach efforts; and performs related work as required.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

Foster City is seeking a well-qualified individual with strong leadership skills to fill the position of Financial Services Manager. They are responsible for planning, organizing, coordinating, and managing the day-to-day operations of accounts receivable, business license, cash receipts, and utilities. The Financial Services Manager compiles annual City budget and all non-departmental budgets, manages the effective use of division resources to improve organizational productivity and customer service, provides complex and responsible support to the Finance Director in areas of expertise, and performs related work as required.

The position will be an overfill position due to the current incumbent's retirement, pending City Council approval. This position will be filled for training purposes to ensure a smooth transition and continuity of operations allowing the new hire to gain hands-on experience and knowledge before the incumbent's departure. The anticipated start date will be October 2025. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Selection Process

Qualifications:

This position will perform the operation and maintenance of the City of Dixon's ("City"), Grade III, activated sludge wastewater facility, laboratory facilities, industrial pretreatment program related property and equipment.

This position includes field, laboratory and office activities. Field activities involve exposure to noxious odors, dangerous gases, strong acids, heights, confined spaces, extremes in weather conditions, hazardous materials, airborne particles, noise, water hazards, heavy equipment operation and traffic hazards. Laboratory activities involve exposure to noxious odors, dangerous gases, strong acids, hazardous materials, airborne particles, noise and water hazards.

Wastewater System Operator I: This is the entry level class in the Wastewater Systems Operator series and requires a Grade I Wastewater Treatment Plant Operator certificate issued by the State of California.

Wastewater System Operator II: This is the journey level class in the Wastewater Systems Operator series and requires a Grade II Wastewater Treatment Plant Operator certificate issued by the State of California and is a fully qualified plant operator certified to independently operate a grade III wastewater treatment facility.

EXAM PROCESS: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam (pass/fail) and candidates who pass the written exam will be invited for an interview. Note: The examination process may be change as deemed necessary.

EMPLOYMENT PROCESSING: Candidates selected for hire are subject to pre-employment drug testing, fingerprinting, and must successfully complete and pass a pre-employment medical examination, and in accordance with Federal law, are to provide proof of identity and proof that they may legally work in the United States.  A 12-month probation period will be served.
