Overview:

Valley Water’s Office of District Counsel seeks a senior-level attorney to be the primary attorney on all labor and employment functions, draft and negotiate inter-agency agreements, and advise the Board, its committees, and staff on broad, agency-level policies and procedures. The Senior Assistant District Counsel will be one of three senior assistant counsels reporting to the District Counsel and will be designated as unclassified/at-will. This attorney role offers ongoing, time-sensitive legal support to Valley Water operations and its long-term strategic goals. This position is vital for addressing Valley Water's labor and employment law requirements. The incumbent also carries significant responsibility for public agency financing matters, making experience in that field a huge plus.

Key Responsibilities include, but are not limited to:

• Day-to-day support of Valley Water's labor and employment law matters, including but not limited to employee discipline, grievances, internal investigations, and compliance matters as well as first-chair representation in labor arbitrations and administrative hearings.
• Second-chair management of employment litigation matters (“first-chair” experience is a plus).
• Assisting management with labor negotiations, including service on “second table” negotiating teams (“first table” experience is a plus). 
• Other operational support to the Valley Water business includes contract reviews, real estate transactions, and agreements with other government entities.
• Support to District Counsel, such as support on broad, agency-level policy matters, confidential Board matters, and filling in for District counsel during absences.

 Ideal Training and Education: 

Graduation from an accredited four-year college or university, and graduation from an accredited law school plus a minimum of six years in the active practice of public agency-labor and employment laws and fifteen years of practice of law overall.

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. Performs a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, traffic control, curbs, gutters, signs and markings.  The purpose of this recruitment is to fill a vacancy in the Street Maintenance Division of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The Ideal Candidate for this position will have prior experience in road maintenance, including work on sidewalks, driveways, roads, curbs, and gutters. While this experience is preferred, it is not required. The candidate must be able to follow directions accurately and demonstrate strong communication skills, both verbally and in writing. They should be punctual, maintain good attendance, and have a positive attitude. The ability to work independently with minimal supervision is essential, along with a willingness to learn new skills and take on additional responsibilities as needed. This position requires flexibility, including availability for overtime, weekend shifts, and holiday work when necessary. While a Class B Commercial Driver’s License (CDL) is preferred, it is not mandatory at the time of hire.

Maintenance Worker I:

This is the entry level class in the Maintenance Worker series. The Maintenance Worker I may often perform many of the duties required of Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Maintenance Worker II. As a result, the Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods. This position is required to work any shift, weekends and holidays as needed.

Maintenance Worker II:

This is the journey level in the Maintenance Worker series. This class differs from Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Maintenance Worker I level, or by candidates with prior work experience elsewhere. This position is required to meet all Standby Program requirements, take standby duty, and to work any shift, weekends and holidays as needed.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list: 

• Assist other departments in addressing Right of Way (ROW) issues within the city, this may include homeless camps, illegal dumping and blight related issues
• Ensure that safe traffic control measures are deployed, and that proper safety precautions and safe work methods are followed
• Design, fabricate, and install traffic signs and markings, set up barricades, direct traffic, and remove traffic control devices as needed
• Assist the Signs and Markings Group with the installation of signs and road markings
• Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, zipper, mastic machine, crack seal machine and rubber-tired tractor with all attachments to perform a variety of routine construction and maintenance operations. Operate forklift as assigned and trained.
• Ability to set, form, pour, and finish concrete is required to repair curbs, gutters, driveways, and sidewalks
• Keep and record accurate and up to date records on all assignments using city maintenance management software
• Promote and maintain safe working conditions and correct unsafe working conditions
• Inspect, maintain, troubleshoot, repair, and upgrade a wide variety of streets and sidewalk equipment
• Prepare plans and specifications for the procurement of parts and supplies on assigned projects
• Perform other duties as assigned
• Regular, punctual attendance is an essential function of the position

Licenses and Certifications:

• Required upon hire:
  • Valid class B California Driver's License with Tank and Air Brake Endorsements and DMV Medical. Class A with the same equivalent endorsements is desirable

• Licenses and certifications required prior to permanent appointment:
  • Possession of all certifications required of a Maintenance Worker I
  • Backhoe & Mini Excavator Certification
  • IMSA or Approved Signs Technician Level I Certification

ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  This position will be responsible for overseeing multiple functions either in Engineering & Compliance OR Science & Policy.

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  

The Deputy Executive Officer of Engineering & Compliance oversees the following functions:

Engineering:

Engineering primarily reviews and processes new permit applications and renewals. There are about 10,000 facilities with about 26,000 devices and operations that have Air District permits. Engineering also processes, reviews, issues, and renews Title V (Major Facility Review) permits for about 79 facilities. In addition to processing permits, Engineering manages programs to assess and reduce risks from toxic air contaminants through implementation of: (1) Regulation 11, Rule 18, Reduction of Risk from Air Toxic Emissions at Existing Facilities, (2) the State Air Toxics Hot Spots Program, and (3) Regulation 2, Rule 5, New Source Review of Toxic Air Contaminants. Engineering provides technical support to rule development, emissions inventory, compliance and enforcement, planning, monitoring and measurement, and technology implementation programs as well as the Air District’s Regional Climate Action Plan.

Compliance & Enforcement:

Compliance and Enforcement ensures the Air District will achieve the emission reductions through the air quality regulations adopted by the Board of Directors, and permit conditions issued by the Executive Officer/APCO. Compliance with Air District, state, and federal regulations is achieved through a robust Compliance Assurance and Enforcement Program. The program includes comprehensive inspections and investigations and a complementary Compliance Assistance Program that supports compliance objectives by maintaining operations and assisting industry with air quality regulations and requirements.

Source Test

Source Test conducts analytical source tests and performance audits, reviews third party source tests, researches and develops new analytical source test procedures, and oversees refinery fence-line monitoring programs. These data are used to produce engineering studies to determine compliance status for specific source categories, determine whether to issue Permits to Operate, update the emissions inventory, determine actual abatement control effectiveness, provide data & technical assistance for Air District studies including AB 617, and develop applicable standards and produce emissions data for new or revised regulations.

The Deputy Executive Officer of Science & Policy oversees the following functions:

Assessment, Inventory & Modeling

Assessment, Inventory, and Modeling (AIM) prepares comprehensive inventories of air pollution emissions and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM assess emissions, concentrations, and exposures to toxic air contaminants, particulate matter, ozone, and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities.

Planning & Climate Protection

Planning and Climate Protection prepares plans to meet state and federal air quality standards, leads and implements climate protection activities, and develops and implements local community emissions reduction plans per AB 617. Planning and Climate Protection advances local and regional environmental justice initiatives by providing support for General Plan Environmental Justice Element development and implementation (per SB 1000) centering equity in climate action planning and developing and delivering plan and policy resources such as model ordinances, technical resources, and best practices to accelerate action. Planning and Climate Protection supports local lead agencies, regional agencies, and others in applying the Air District CEQA thresholds and using guidelines to ensure plans and projects are protective of local health and reduce climate impacts.

Meteorology & Measurements

Meteorology and Measurements (M&M) provides emissions, air quality, and meteorological data chemical analysis and forecasting to support the enforcement, permitting, rule development, communications, and environmental justice programs of the Air District. In addition to operating monitoring instruments and conducting testing and analysis, M&M develops rigorous monitoring and testing plans, develops and maintains instruments and systems, conducts quality assurance and quality control, and analyzes and communicates data.

Rules & Strategic Policy

Rules and Strategic Policy is responsible for the development of regulations to implement Air District plans to attain federal and state air quality standards and to protect public health. In addition to the development of rules derived from planning documents, Rules and Strategic Policy assists with the preparation of air quality plans. Other measures are developed to further protect public health and safety and reduce emissions of greenhouse gases. Rules and Strategic Policy reviews existing regulations and develop amendments to improve clarity, efficiency, and effectiveness.

Public Health

Public Health leads the latest understanding of science regarding public health impacts of air pollution and provides support to the permitting, compliance, communication, rule development, and community engagement programs.

 

Examples of Duties for this Position

This appointed, at-will position is accountable for overseeing and establishing priorities and goals for the assigned functions and for furthering Air District goals and objectives in an effective manner; acts as the Executive Officer/Air Pollution Control Officer as assigned or delegated; and performs related work as assigned including but are not limited to:

• Provides technical and policy direction and support to the Executive Officer/Air Pollution Control Officer and the Air District Board.
• Represents the Air District and/or the Executive Officer/Air Pollution Control Officer in varied situations with various groups and agencies both within and outside of the Air District; interacts with elected officials
• Plans, organizes, coordinates and directs the work of assigned functions.
• Directs the development and implementation of goals, objectives, policies, procedures and work standards for assigned functions.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Build relationships with community partners to improve health outcomes and expand services.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure
