The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

 

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

 

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.  
• To support interested vendors, the Procurement Division offers a variety of trainings that review and explain the County’s Request for Proposals (RFP) process, contracting, and OpenGov.  
• The Procurement Division follows a Code of Ethical Conduct to ensure that expenditures of public funds, through the procurement and contracting process, occur in an ethical and responsible manner.   

 

In 2022, the County Procurement Division received the Award for Excellence in Procurement, an award conferred on organizations that demonstrate a commitment to procurement excellence. The division received this award again in 2023, 2024, and 2025.

 

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.  

 

The PSM II will supervise and manage a dedicated team within the Division. In addition, the PSM II will develop and deliver trainings, act as procurement consultant to all county departments and special districts, and work to increase office efficiency and effectiveness.  The PSM II will be part of the management team helping lead the dedicated team of lead, professional, technical, and clerical subject matter experts committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

• Has experience in purchasing and RFP development.

Though not required, a designation as a Certified Purchasing Professional, such as Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Public Purchasing Officer (CPO) is strongly desired. 

 

This is a limited-term position. Limited-term positions are full-time, fully benefited, temporary positions. This current position is funded for up to one year, depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

• Coordinate and direct the daily operation of Countywide procurement services, special programs, and large-scale projects.

Qualifications

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is three years of increasingly responsible experience managing complex procurement activities and providing operational oversight, including direct management of staff engaged in procurement activities.

The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

Definition

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.

A position in this classification has direct responsibility for project management and development of VTA projects. Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. DEFINITION

The Electrical Instrumentation Technician series is responsible for installation, testing, calibration, maintenance, and repair of process control and the telemetry data acquisition systems, and electrical distribution systems in the Wastewater Division.
 

DISTINGUISHING CHARACTERISTICS

Electrical Instrumentation Technician I is the entry level classification. Individuals are required to attend electrical and instrument classes and will learn on the job to perform basic electrical and instrument duties under close supervision.

Electrical Instrumentation Technician II is the semi-skilled subjourney classification. This classification is distinguished from the Electrical Instrumentation Technician I classification in that the Electrical Instrumentation Technician II is required to have previous experience and knowledge of fundamental electrical theory and techniques, usually attainable through the Electrical Instrumentation Technician I classification. Performs and assists in performing electrical work of a greater complexity than that of the Electrical Instrumentation Technician I.

Electrical Instrumentation Technician III is the full journey level class in this series. Performs the most complex duties.
 

BASIC EXAMPLE OF DUTIES

• Perform basic electrical and instrument repairs and maintenance duties;
• Assist in the maintenance, repair alteration, and installation of a variety of electrical and instrumentation systems and equipment.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

About the Roles

 

The duties of the Maintenance Workers include, but are not limited to,

• Inspects and/or repairs equipment at frequent intervals to ensure that all aspects of the equipment are safe and functioning safely.

• Maintains a variety of records relating to inspections, maintenance activity, materials supply, consumption, etc.
• Determines and marks the locations of system wirings and stormwater and water lines from the appropriate sources prior to excavation.
• Responds to complaints regarding functional areas; evaluates situation; explains findings to supervisor. Functional areas for Public Works include street conditions, street signs, storm water system problems, traffic signals and street lighting.  Functional areas for Community Services include tree conditions, ball field conditions, irrigation system problems, park, building and ball field lighting.
• Ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
• Safely operates vehicles of various sizes and weights in the loading, hauling and unloading of various equipment, and other job functions. For Public Works, this includes gravel, sand, concrete, asphalt and base rock.  For Community Services, this includes soil and sand and performing tree work.
• Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
• Performs all duties in conformance to appropriate safety and security standards.
• Performs required labor involved in construction and maintenance projects as part of a crew.  For Public Works, this includes pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching and backfilling.  For Community Services, this includes laying pipe, trenching and backfilling, maintaining ball fields including original layouts such as installation and leveling of surfaces; base positioning and installation; and layout of all field markings.

• Performs other duties as assigned.  

 

Minimum Qualifications

 

Maintenance Worker I:
Graduation from high school education or GED equivalent.

 

Maintenance Worker II:
Graduation from high school education or GED equivalent, and a minimum of two (2) years street, stormwater or parks maintenance work experience.

 

Valid California driver’s license. Possession of or ability to obtain and maintain a valid Class "B" Commercial Drivers license by completion of probationary period.

 

Compensation

The annual salary range for this position is currently $67,660 to $95,526. These are represented positions.

DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

 

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

 

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system. 

 

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

 

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

 

Education:
