The Transportation Supervisor is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, Transit Manager or designee, the incumbent coordinates, supervises, assigns, reviews and participates in the work of staff responsible for Auburn Transit's daily operations; schedule drivers to ensure routes are completed in a safe and timely manner; ensures work quality and adherence to established policies and procedures including providing necessary training and ensuring re-certification of drivers as required; and operates a bus as necessary to cover shifts.

REPRESENTATIVE DUTIES

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for Auburn Transit daily operations; perform regular road supervision, vehicle trial checks, and daily vehicle inspection monitoring.
• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
• Participate in the selection of Bus Drivers; provide or coordinate staff training; issue manuals, bulletins and technical guides to improve services and operational activities; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate training for driver certification and maintenance of certification; document all training in the driver training records; act as a liaison with CHP and DMV regarding certification and training record documentation.
• Provide staff assistance to the Transit Manager; participate on a variety of committees; prepare and present reports of operations and activities and other correspondence as appropriate and necessary.
• Coordinate maintenance for buses and allocate buses to be used on routes.
• Respond to the scene of transit vehicle accidents and passenger incidents; provide on the scene assistance to drivers and passengers.
• Investigate accidents and incidents; make prompt and accurate reports; review investigation with transit drivers and determine accident preventability and recommend appropriate corrective actions.
• Act as Safety Liaison with various agencies including police and emergency authorities as necessary.
• Provide regular informational and safety meetings.
• Perform a full range of customer relations; answer questions from the public relating to bus routes and schedule of pick-ups and drop-offs; issue bus passes.
• Work with local businesses to promote the use of Auburn Transit and fulfill the optimal service hours of the route.
• Operate a bus as necessary to cover shifts.
• Perform related duties as required.

 THE POSITION  

The Community Development and Transportation Department (CDT) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development and Transportation Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Shadowing and assisting Planning staff during counter hours
• Maintaining a database of Planning permit records and files to serve an online permit viewing tool;
• Conducting research for various strategic planning studies that could include: Central Redwood City Master Plan, an Accessory Dwelling Unit Showcase, and Historic Preservation Ordinance;
• Investigating opportunities for increasing public involvement in Planning Division activities;
• Investigating opportunities for new methods of communicating with the public using social media, videos, and newsletters
• Preparing updates to documents, forms, handouts and other materials;
• Other appropriate tasks as needed.

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

 

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

Role description

This recruitment will be used to fill both full-time and part-time positions.

Under general supervision, operates a variety of transit vehicles such as diesel and electric motor coaches, cable cars, streetcars and light rail vehicles; transports passengers along a specific route and makes designated stops as required; accepts fares, issues transfers, gives general directional information; and performs related duties as required.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Conducts pre-operational inspection of the transit vehicle, in accordance with federal and state laws and departmental regulations, to ensure it is functioning properly.
2. Inspects the passenger compartment of the vehicle to ensure it is free from hazards (such as spills, loose handrails and stanchions, defective seats, etc.) and that the video camera lenses are not obscured.
3. Safely navigates the vehicle through traffic along assigned routes, under various environmental conditions, in accordance with traffic laws and departmental regulations.
4. Operates the disability access lifts to assist people in wheelchairs onto the vehicle and properly secures their wheelchairs when they are on the vehicle.
5. Collects fares from passengers and issues transfers; checks passenger transfers, fast passes, and electronic passes to ensure they are valid.
6. Uses vehicle's intercom system to communicate instructions to passengers and to call out vehicle stops and transfer points.
7. Responds to customers' questions regarding routes, directions, fares and transfers.
8. Conducts a post-operational inspection of the outside of the vehicle to detect defects and body damage, broken windows, and graffiti.
9. Contacts Central Control regarding various emergencies such as medical emergencies, vehicle malfunctions, vehicle evacuations etc. and/or circumstances that may affect service such as heavy traffic, road hazards, road obstructions etc.
10. Completes accident, incident and/or miscellaneous reports to document unusual occurrences.
11. May include additional duties as assigned.

Nature of Work: Incumbents in this class may be required to work rotating shifts, holidays and weekends; to work outdoors in all weather conditions; and to use computers. In addition, may require standing and/or sitting for prolonged periods of time; performing different physical activities such as pulling poles, cranking switches in the subway, resetting retrievers to return disabled transit vehicles to service and assisting in the movement of disabled vehicles when possible. All employees, and prospective employees must comply with FTA and San Francisco Municipal Transportation Agency mandates. All operators bid for assignments by seniority. Work hours and days off may change several times per year.

 

How to qualify

1.  Must be at least 21 years old by April 30, 2024 AND
2.  Possession of a valid High School Diploma, GED or California High School Proficiency Certificate AND
3.  One (1) year of verifiable satisfactory public contact or customer service experience AND
4.  Possession of a valid class C Driver License. Must have been a licensed driver for at least three (3) continuous years from April 30, 2021 through April 30, 2024 AND
5.  Possession of or the ability to obtain a Class B - Driver License with a Passenger (P) Endorsement and no restrictions that prohibit operation of a San Francisco Municipal Transportation Agency public transit vehicle AND
6.  A good driving record during the three (3) years between April 30, 2021 through April 30, 2024 and through the date of appointment, meeting the following requirements: 

• No more than 1 moving violations between April 30, 2023 and April 30, 2024;
• No more than 3 moving violations between April 30, 2021 through April 30, 2024;
• No accidents where applicant contributed to cause; 
• Has not had driving privilege suspended, revoked, or placed on probation more than once for a cause involving the unsafe operation of a motor vehicle; 
• No convictions of California State Vehicle Code Section 20001 (leaving the scene of an accident involving bodily injury or death); Sections 23103 through 23109 (reckless driving); or Sections 23152 - 23153 (driving under the influence of alcohol or drugs), or equivalent convictions in another state;
• Other violations and/or accidents will be reviewed on a case-by-case basis and may be cause for non-selection AND

7.  No convictions within the past seven (7) years between April 30, 2017 through April 30, 2024 of any offense related to the use, sale, possession, or transportation of narcotics, habit forming drugs, or dangerous drugs AND
8.  No convictions of any sex offense as defined in Section 44010 of the Education Code AND
9.  Ability to obtain a School Pupil Activity Bus (SPAB) certificate issued by DMV.

Selection Process: (General Exam Process Information)

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. Medical Examination/Drug Testing: Candidates who are being considered for appointment may be required to pass a medical examination. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9163 Transit Operator is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT) – regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from their prior employers concerning their drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. Class B Permit with Passenger (P) endorsement and Airbrakes: 
Applicants who are successful in the examination process and who do not possess a Class B Driver License with Passenger (P) endorsement and airbrakes, will be required to obtain a Class B Driver Permit with Passenger (P) endorsement and airbrakes prior to starting the Transit Operator training.

Transit Operator Training:
All employees must successfully complete the SFMTA Operator Training Program consisting of both classroom and behind-the-wheel instruction. The rate of pay for a trainee is $31.0375 per hour.

Attendance to all training sessions is required. If a candidate misses any dates of training without providing proper notification, they will be released from their training class. If proper notification was provided, a candidate released during the training period due to attendance may request to be placed back on the eligible list to be considered for future classes, if the list from which they were hired is still active. Candidates may only request to be placed back on the eligible list one time.  Any candidate not approved to be placed back on the list or not able to be placed in another training class before the list expires will need to re-apply during the next filing period for applications.

DEFINITION:

Selection Process

Essential Responsibilities

 

• In coordination with project manages and other Engineering staff, establishes and maintains document control systems for engineering projects
• Scans and accurately files documents including electronic and paper versions
• Performs document searches and retrieves documents from document control data base and paper filing system
• Produces paper copies of documents as required
• Develops and implements a document distribution matrix for each project in compliance with established procedures
• Distributes various project documents and develops and maintains document distribution logs
• Implements protective measures concerning access to confidential or security sensitive project records and files

• Follows up and collaborates with the Engineering Department staff to advise regarding project correspondence and other documents delegated for action or response

• Prepares a variety of drafts and finished documents, which may include technical content, legal content and terminology, related to the department’s project document control activities, materials for meetings, speeches, presentations, and Board agenda items

• Searches for and compiles a variety of project documents in response to requests for information under the Public Records Act rules and for legal subpoenas; maintains logs of released documents

Minimum Qualifications

 

Education and/or Experience: 

A combination of college level training and position related experience equivalent to:

• Six years of position related administrative experience requiring the use of initiative and independent judgment that includes management of office and project documents
• Experience and demonstrated skills in organizing and keeping track of large volume of documents
• Secretarial or business training certification or equivalent desired
• Development of document control systems is highly desirable
