DESCRIPTION 

The City of Thousand Oaks Community Development Department is excited to announce a rewarding career opportunity for a passionate and motivated Community Development (CDBG and Affordable Housing) Analyst to join our dynamic team!  

PRIMARY RESPONSIBILITIES 

• Administer CDBG: Coordinate and implement the Community Development Block Grant (CDBG) program. 

• Housing Program Coordinator: Assist in implementing the City’s Affordable Housing programs, HOME Investment Partnerships Programs, City Rent Stabilization Program, Housing Successor Fund, and City Housing Trust Fund, and related housing assistance programs. 

• Ensure Regulatory Compliance: Interpret and implement regulations with the US Department of Housing and Urban Development (HUD), the State of California Housing and Community Development (HCD), and local ordinances and resolutions.

• Community Engagement: Represent the City in meetings with community groups and agencies. Participate in special multi-disciplinary task forces.  

• Conduct Analysis: Analyze social, economic, demographic, housing, and land use data, as well as development plans, and technical studies for compliance with the General Plan, regional plans, codes, ordinances, and state/federal law.  

• Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

• Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

• Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

• Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.

Recruitment Process

Building Inspector I/II

• Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.
• Respond to emergencies when called upon by supervisor, or emergency dispatchers, to assist as technical expert in evaluation of safety.
• Issue permits for work to be performed.
• Review plans and specifications.
• Assist in the plan checking of residential and commercial projects.
• Participate in Fire Department and County Health Department inspections as required in one or more inspection disciplines such as electrical, plumbing, or mechanical.
• Coordinate inspection activities with other City departments to ensure compliance with conditions attached to projects by the Development Review Board, the Planning Commission or the City Council.

• Respond to and resolve citizen inquiries and complaints regarding the City's building inspection function.

• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.

The Position

 
The San Bruno Police Department is recruiting for entry-level Public Safety Dispatchers.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining
a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency
  and non-emergency
  telephone and radio traffic.  

• Maintains and processes a variety of communications reports, records and radio logs.

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.

• Responsible for various Record Management System (RMS) entries, some of these include but are not limited to citations, warrants, subpoenas. 

• Responsible for accurate and timely entries into the California Law Enforcement Telecommunication System (CLETS), as well as, the National Crime Information Center (NCIC).

• Maintains a high level of confidentiality.

• Performs collateral duties including a variety of related clerical tasks:
  records entry, assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The City of Foster City is seeking a highly skilled and experienced Principal Building Inspector who is knowledgeable of Building codes and local ordinances to join the Building Division of our Community Development Department. Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Four (4) years of experience including a minimum of two (2) years of full-time plan check experience and two (2) years of progressively increasing responsibility in a variety of municipal building inspection work. Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience.

Licenses, Certificates, Registration

• Possession of a valid California Class C Driver’s License may be required at the time of appointment. For positions where the ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire.  

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.  

Experience: One (1) year of work experience in construction or related field.  

License or Certificate: Possession of a valid California Driver's License required upon hire.

Maintenance Worker I           $23.08 - $29.45 per hour
Intern                                        $17.00 – $21.00 per hour

BENEFITS

The pay cycle is bi-weekly.  With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.
