How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2. • 3 years of increasing experience in operations, program or project management, or transaction based systems in relevant industries such as tolling or transportation, financial services, technology/software systems, or logistics. Experience must include program or project oversight, vendor or contractor management, system or data analysis, and customer service.

Preferred:
• Experience with public agencies, tolling systems, or technical program management
• Familiarity with electronic payment systems, DMV processes, and vendor coordination

The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. • Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained.

• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.
• Analytical capabilities to evaluate bids and proposals effectively, facilitating informed recommendations for vendor selection in accordance with established compliance standards.
• Ability to provide strategic advice on IT procurement strategies, contributing to decision-making processes related to complex procurement projects.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.

• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

Position Duties:

The Department is recruiting for part-time, unbenefited Lifeguard and Instructor Lifeguard positions in the Recreation Services Division (RS) for the Citywide Aquatics programming.

The Lifeguard classification is covered by the Minimum Wage Police and pay starts at $17.95 hourly.

The Instructor Lifeguard classification is covered by the Pay Floor Rate and pay starts at $29.45 hourly.

These positions may be required to work variable shifts between the hours of 6:00 AM – 8:00 PM, Monday – Saturday during the dates of June 16, 2025 - August 8, 2025. Additionally, a MANDATORY training for both Lifeguard and Instructor Lifeguard positions will take place starting the week of June 9, 2025 - June 13, 2025, from 8:00 AM – 5:00 PM. These positions are part-time, unbenefited with a limit of less than 20 hours per week or less than 1,040 hours per year. There is no guarantee of hours or longevity. All programs adhere to Santa Clara County, Public Health guidelines to ensure the health and well-being of staff. Face coverings and Personal Protective Equipment are provided. Staff may assist with daily health screenings, cleaning, and sanitization in City programs following the Centers for Disease Control and Prevention guidelines. 

Note: Candidates are not required to possess the Lifeguard Training certificate at the time of completing the application or to interview for the position. If selected for the position of Lifeguard, the Citywide Aquatics program will offer Lifeguard Training certification classes, if needed. If selected for the position of Instructor Lifeguard, the Citywide Aquatics program will be offering Lifeguard Training and American Red Cross Water Safety Instructor's (WSI) certification classes, if needed. The American Red Cross Lifeguard Training certification age requirement is at least 15 years old and the American Red Cross Water Safety Instructor certification age requirement is at least 16 years old. 

If selected to move forward in the conditional offer process, the Lifeguard certification pre course swimming skills test that consists of the following:

• a 300-yard swim using front crawl or breaststroke.
• a 2-minute tread using legs only
• the ability to retrieve a 10-lb dive weight from 7 ft deep, to the surface and swim 20 yds with the weight, using legs only and exit the pool without using a ladder within 100 seconds. 

Lifeguard:  Lifeguards supervise the conduct of swimmers to maintain safety in the swimming pool. Lifeguards also enforce swimming pool rules and may participate in swim instruction programs; observe swimmers in swimming pools; provide warnings to those who violate the safety rules of the pool and expelling them, if necessary, because of willful disobedience of the rules; rescues swimmers who are in distress; and administers artificial respiration when necessary, according to the prescribed method. Lifeguards may also train and direct the work of lower-level workers as assigned and participate in pool maintenance. Possession of a current American Red Cross Lifeguard Training’s Authorization Certificate is REQUIRED for the position of Lifeguard. 

Instructor Lifeguard:  In addition to the duties identified for Lifeguards, Instructor Lifeguards also organize and conduct swimming instruction classes for beginners, intermediate, or advanced swimmers at a swimming pool. Duties will include teaching swimming to children, adult individuals, and groups. Instructor Lifeguards may officiate at competitive swim meets. Instructor Lifeguards must also be able to instruct in the techniques of swimming and lifesaving. Possession of a current American Red Cross Water Safety Instructor’s Authorization Certificate (WSI) is REQUIRED for the position of Instructor Lifeguard. 

Lifeguard and Instructor Lifeguards may be placed at any of the City pools. Currently, the City of San José is hiring for four pools at the following locations:

Fair Swim Center: 1350 Bacchus Dr., San José, CA 95122

Mayfair Community Center: 2039 Kammerer Ave., San José, CA 95116

Rotary Ryland Pool: 421 North First St., San José, CA 95111
