Qualifications:

The ideal candidate will possess a valid State of California driver’s license and demonstrate the ability to communicate effectively, both verbally and in writing, with individuals from diverse backgrounds. This position requires the ability to work independently while receiving direction from a supervisor, as well as the capacity to train, oversee, and collaborate effectively with volunteers and older adults. Strong attention to detail is essential, including the ability to maintain accurate records and submit documentation as required. Proficiency with computers, including experience using Microsoft Word and Excel, is required. Upon hire, the candidate must successfully obtain a State Food Handler Safety Certificate and pass all required background checks. A bilingual pay differential may be available for candidates fluent in identified languages.  Must be available Monday-Friday 10:00am-2:00pm.

Recreation Program Specialist Example Duties:

• Follow reservation protocol/procedure for patrons.
• Review menu provided by caterer, submit nutritional component breakdown to County for grant compliance, and prepare flyers for patron.
• Submit documentation/information associated with County nutrition grant to supervisor.
• Schedule and implement nutritional education for seniors and in-service training for staff and volunteers.
• Serve as liaison with caterer, grant provider and staff/volunteers.
• Implement food safety practices as outlined by the Health Department.
• Prior nutrition experience is desired, but not required. Training will be provided.

The Opportunity

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department. 

The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues.

Public Works has a budget of approximately $200 million and is comprised of over 300 employees in five divisions: Administrative Services, Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services. 

 

What You Will Do

This position is responsible for administering and supporting key human resources functions for the Department of Public Works, including but not limited to: 

Employee and Labor Relations

• Serve as the first point of contact for employee relations matters, including performance management, corrective action, investigations, and compliance documentation.
• Advise managers on progressive discipline, documentation standards, and risk-aware decision-making.
• Partner with labor organizations; participate in meet-and-confers and negotiations; interpret and apply MOUs and Civil Service Rules. 

Payroll, Compliance, and HR Operations

• Provide oversight and guidance related to payroll processes, audits, and compliance requirements. 
• Ensure adherence to County, State, and Federal laws, regulations, and labor agreements. 
• Interpret and apply policies related to leave, benefits, workers’ compensation, and classification/compensation. 

Workforce & Performance Management

• Coach managers and supervisors on effective performance evaluations, SMART goal setting, and employee development.
• Support workforce planning and recruitment strategies within Civil Service rules. 
• Assist with onboarding, succession planning, and staff development initiatives.

Engagement, Wellness, and Organizational Development

• Champion employee engagement, wellness, appreciation initiatives tailored to the diverse workforce, and leading the department employee engagement committee.
• Conduct training needs assessments and identify systemic issues impacting morale, performance, or compliance.
• Help re-establish and strengthen training, mentoring, and development programs.

Strategic Partnerships and Communication

• Build strong relationships with department leadership, supervisors, frontline staff, and central HR partners.
• Prepare professional reports, policies, Board memos, executive summaries, and presentations.
• Represent the department in meetings with executive leadership, unions, vendors, and community partners.

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

The Energy Department is looking to fill two (2) Part-Time Marketing and Communications Graduate Student Intern (Unclassified) position.

The Marketing and Communications Intern’s primary responsibility will be to assist SJCE with day-to-day communications and improving customer experiences. Projects could include:

• Help maintain and expand SJCE’s program webpages (electric vehicles, solar and storage, electric homes, etc.)
• Assist with developing online tools to help customers navigate the electric vehicles, home electrification, and rooftop solar and increase adoption.
• Write clear and engaging content for web pages, blogs, articles, emails, social media and marketing materials.
• Research, coordinate, and attend community events to increase awareness of SJCE programs and services, particularly in diverse communities. Pitch community events for the marketing team to attend, prepare collateral and materials for events, and conduct outreach at events. The intern may be asked to develop an interactive game or activity for SJCE’s event booth.
• Organize SJCE’s marketing collateral and develop a library of materials that is visible and accessible for department staff and the public.
• Assist with noticing for SJCE programs and improve and streamline processes. This includes drafting letters and emails, developing and refining key messaging, and reviewing data to measure the effectiveness of communications.
• Become a cheerleader for SJCE and CCAs! Connect with colleagues in the field and develop an understanding of industry trends and initiatives.

Additionally, this intern will help support SJCE’s ongoing work, including attending meetings, developing marketing collateral, and collecting and analyzing data to improve customer experiences.

Pay: Graduate Student Intern: $20.52-$30.30 per hour (unclassified, unbenefited) 
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary will be determined based on the final candidate’s qualifications and experience.

Work Schedule: During the academic year, interns are recommended to work 24-40 hours per week, with schedules determined collaboratively between the hiring manager and the intern based on student availability and project needs. During summer and winter breaks, interns may work up to 40 hours per week. 

 

Minimum Qualifications  

 

Training and Experience:
Any combination of training and experience equivalent to completion of a Bachelor's Degree and current
enrollment in a Masters degree program from an accredited college or university in business or public administration
or closely related field.

Licenses and Certificates
Possession of a valid driver's license authorizing operation of a motor vehicle in the state of California may be required in performing job duties.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.
