THE POSITION:

This position oversees the work of the Building Division, inclusive of managing permit technicians, plan checkers, building inspectors, and support staff, they are responsible for enforcing the adopted building codes as well as ensuring construction projects comply with federal and state laws and ordinances. Performs contract administration, project management, and coordinates activities with various outside agencies, contractors, municipalities, and other departments; manages the effective use of division resources to improve organizational productivity and customer service.

The mission of the Development Services Department is to help manage the future development of Hayward, to ensure the economic and environmental health of the community and a high quality of life for its residents, protect the health and safety of the community through building inspection and enforcement of codes and standards, and provide new housing opportunities for the residents of the City.

Essential Duties:

What you will do: 
Duties may include but are not limited to the following:

• Assists in the development and implementation of goals, objectives, policies and priorities for the division.
• Plans, organizes, controls, and evaluates the functions and activities of the Building Inspection Division, including building inspections, electrical inspections, plumbing and mechanical inspections, plan checking, and issuance of permits.
• Establishes, improves, schedules, and coordinates the plan checking and building inspection procedures of the City.
• Maintains close coordination between various City departments for the plan check and building inspection functions.
• Makes presentations to public agencies, business and civic groups, and other organizations regarding code and safety-related issues.
• Assists in the preparation and administration of the budget, including recommendations for establishing and adjusting plan check and inspection fees.
• Serves as staff liaison and provides recommendations to the Building Abatement Hearing Panel and various citizen advisory committees.
• Supervises, trains, and evaluates subordinate professional, technical, and clerical personnel.
• Determines code interpretations in complex and unclear cases.
• Provides leadership and motivation to expand staff knowledge and provides excellent customer service.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; perform building inspections in the field on an infrequent, as-needed basis; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner. The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources.

The Position

The Program Coordinator will provide supervision and oversight of the Fremont Family Resource Center (FRC) Volunteer Income Tax Assistance Program (VITA). In addition, this position will be responsible for overall FRC communications, marketing, and event planning. This position will be required to work a varied work schedule which will include weekdays, evenings, and Saturdays.

Examples of Job Duties

• VITA program design and implementation. Duties include, but not limited to:
  • Ensure VITA site compliance as outlined by the IRS.
  • Manage and update calendaring system.

DEFINITION 

As a Building Attendant, you will be responsible for the daily upkeep and maintenance of the Burlingame Community Center, ensuring a clean, safe, and welcoming environment for all occupants. This role requires a hands-on individual with excellent attention to detail and strong communication skills.

Hours: (Average 10-20 hours per week). Hours depend on rentals and special events. Shifts may include, but are not limited too:

Monday-Thursday: 2:30pm-9:15pm

Friday: 2:30pm-5:30pm
Saturday/Sunday: 7:30am-1:15pm
Saturday/Sunday: 12:45pm-5:30pm
As needed: Private rentals as late as 2:00am. Shifts will vary week to week. There is no set schedule.

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)
Opens and closes the building, provides excellent customer service, and maintains a clean, safe, and welcoming environment. Performs regular cleaning tasks such as sweeping, mopping, vacuuming, cleaning windows and mirrors, restocking and sanitizing restrooms, emptying trash and recycling, and wiping down surfaces. Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Vacation Pay. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

As a Waterworks Operator I, II, or III, you will play a key role in maintaining, operating, and improving the City’s water distribution system.

                            POSITION DETAILS:

• Positions may be filled at any level depending upon qualifications
  • Salary range:
    • Operator I: $28.51 to $36.48 hourly 
    • Operator II: $31.41 to $40.13 hourly 
    • Operator III: $35.51 to $45.33 hourly 
  • 3% Cost of Living Adjustment increase effective 06/29/26
    • Generally, salary placement is at the beginning of the salary range.
    • Advanced placement may be granted depending on related education and experience.
• Full-time regular position
• 9/80 work schedule with alternating Fridays off
• May require occasional work on weekends, evenings, and holidays.

                         MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

Experience:

• Operator I - One year of increasingly responsible experience repairing and maintaining water distribution systems and equipment.
• Operator II - Two years of increasingly responsible experience repairing and maintaining water distribution systems and equipment.
• Operator III - Three years of increasingly responsible experience repairing and maintaining water distribution systems and equipment.

License or Certificate:

All Positions: Possession of, or ability to obtain, a valid Class A driver’s license within one year of employment.

• Operator I - Possession of, and ability to maintain, certification as Water Distribution Operator Grade D1.
• Operator II - Possession of, and ability to maintain, certification as Water Distribution Operator Grade D2.
• Operator III - Possession of, and ability to maintain, certification as Water Distribution Operator Grade D3.
