The Department:

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Creativity, critical thinking, ability to perform research and analyses are essential traits.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

ABOUT THE POSITION

Under general supervision, the Permit Technician performs a variety of technical duties in support of the Community Development Department; serves as staff for the permit and public counter and assists the public with technical information related to the issuance of permit applications, including the process and any related fees; uses specialized database/permit tracking management programs; and performs related work as required.

About Maple Street Correctional Center
Designed to create a better environment for incarcerated individuals and staff and to help reduce recidivism, the facility was the first correctional center built as part of California Department of Corrections and Rehabilitation’s initiative to shift nonviolent, nonsexual offenders from overcrowded state prisons to county-run facilities. The center accommodates female and lower-risk male incarcerated individuals and is composed of two separate but interconnected buildings with a central administration area.

The facility’s architecture emphasizes safety, rehabilitation, and natural light. Instead of placing cells along the exterior walls as in most jails, the design features a curved glass façade with dayrooms located along windowed areas that open to individual living units. This layout improves supervision while allowing daylight to enter the building, helping the white-painted cells feel more open and spacious.

Each floor has a central core station supporting four housing units. These areas include classrooms, a computer lab, and multipurpose rooms to support educational and rehabilitative programming. Additional design elements include natural ventilation, a large rooftop recreation yard, artwork depicting scenes from nature, and a calming natural color palette.

An attached 88-bed transitional housing facility supports alternative sentencing programs such as day reporting, weekend programs, and other supervised custody arrangements, helping prepare individuals for reentry into the community.

Applicants can submit scores from either the WSTB or the Correctional Officer test through The Academy. • 99-yard obstacle course in under 23 seconds

IMPORTANT: When you report for the test, inform The Academy that you are applying to be a Correctional Officer with San Mateo County. San Mateo County Correctional Officer applicants will not be required to participate in climbing the 6-foot chain link fence or 6-foot solid wall portion of the WSTB test.

Examples Of Duties

Sheriff's Correctional Officer duties may include, but are not limited to, the following:

• Receive, search, book, fingerprint, and guard inmates in the correctional facilities.  
• Take custody of inmates’ property.  
• Maintain records of bookings, releases, transfers, money and other functions of the correctional facilities.
• Prepare inmates for court and for release.
• Perform related duties as assigned.

If designated as Correctional Deputy, also perform the following:

• Transport and provide security for inmates at the hospital.
• Transport inmates between custodial facilities.
• Provide security for inmates at court.

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

The examination/selection process will consist of the steps detailed below:
 

Step 1:  Application Submission: All applicants are required to submit an online application to be considered. Step 2:  Written/ Physical Agility Examination: Applicants for the Deputy Sheriff Trainee have three options for meeting the written examination requirement – (1) submittal of a valid and passing T-Score on the POST Entry-Level Law Enforcement Test Battery (PELLETB) exam dated within the last 12 months prior to the date of application OR (2) possession of a Basic Police Academy certification meeting POST requirements dated within one year of application will be accepted in lieu of PELLETB scores OR (3) possession of an associate’s degree or higher from an accredited U.S. college or university AND submittal of a valid and passing Physical Agiity Test WSTB score dated within the last 12 months prior to the date of application.

Step 3:  Application Appraisal (weight: 100%): Applicants who meet the qualifications for the position will be placed on the eligible list for a period of six months.

Oral Interview: After placement on the eligible list, qualified candidates will be invited to participate in an in-person panel interview with the Sheriff’s Office Professional Standards Bureau.

DEFINITION

Under the general direction of the Human Resources Director, the Human Resources Specialist performs complex and responsible technical human resources functions independently with minimal supervision. This specialist supports the Human Resources division by administering key programs including workers' compensation, recruitment, benefits administration, and labor law compliance. The position functions as an essential staff assistant, providing expertise and coordination for specialized HR activities without direct supervisory or policy formulation authority. The Human Resources Specialist also provides support during labor negotiations, including analyzing Memoranda of Understanding (MOUs), to assist in negotiation strategies and ensure district compliance. The Human Resources Specialist may represent the Human Resources Director as needed, acting as a proxy or official representative to support district leadership continuity and organizational flexibility.

Receives direction from the Human Resources Director. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This journey-level classification is responsible for performing complex work in the field of human resources. Possession of an Associate's degree from an accredited college or university with significant coursework in Human Resources, Business Administration, Public Administration, or related fields, and three years of increasingly responsible experience in human resources or a related field; OR

Five years of increasingly responsible experience in human resources or related field with emphasis on workers' compensation administration, recruitment, or HR reporting functions.
 

Experience working in a California public agency is preferred. Additional professional certifications such as the Society for Human Resource Management Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) are highly desirable.
