About the Water Resources Division

The Water Resources Division is comprised of three sections: Municipal Water System, South Bay Water Recycling, and Operations and Maintenance. The Water Resources Division provides potable water service through the Municipal Water System to the communities of Evergreen, North San José/Alviso, Edenvale, and Coyote. The Water Resources Division also provides recycled water supplies through the South Bay Water Recycling system within the cities of San José, Santa Clara, and Milpitas. South Bay Water Recycling includes 165 miles of pipeline and facilities, including four pump stations, three reservoirs, and Retail Agency Operations and Maintenance activities for over 1,100 individual customer connections. In addition, the Water Resources Division also implements water conservation efforts.  

 

Position Duties

 

The Environmental Services Department is currently seeking to fill one (1) full-time Principal Construction Inspector vacancy in the Water Resources Division.

The salary range for this classification is: $130,952.64 - $159,541.20

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall be determined by the final candidates’ qualifications and experience.

Under minimal direction, the Principal Construction Inspector performs work of considerable difficulty including contract administration, technical inspection of the construction of water utility and other general public works related infrastructure, and supervision on a unit of construction inspectors and other related staff. 

This position will manage inspection of potable and recycled water system construction projects both within the City limits and in other jurisdictions, including reviewing plans and specifications for conformance to established engineering standards and regulatory requirements; and consulting with public and private engineers, architects, community groups, contractors and developers relative to the construction of potable and recycled water system improvements.

The Principal Construction Inspector duties typically include: Supervises, guides, and supports a team of staff; creates and implements a workplan to ensure sufficient coverage of all inspection and related needs; personally conducts inspections of construction projects, and completes spot check inspections on other projects; coordinates work of the inspection staff with the project engineers, contractor and the public. Provides input and suggestions on utility design plans; reviews project submittals for materials and equipment and ensures compliance with City Specifications and project plans/specifications; makes recommendations regarding update and revision of standard design details and notes. Keeps current on relative rules and regulations, and ensures that construction practices comply as required. Reviews and interprets construction plans and specifications; directs construction contractors and enforces corrective actions where needed; signs final completion notices. Creates and documents procedures to guide subordinates; trains and evaluates work of subordinates; reviews completed work and prepares required records and reports. Meets with representatives from engineering, police, public, and other jurisdictions on traffic control problems and other construction related issues and performs related work as required. 

Additionally, the goal of this position is to update and establish new procedures and methods which improve efficiency and effectiveness in the operation, repair, and maintenance of water utility infrastructure; train inspectors in inspection practices to assure high standards; ensure that street excavations by construction companies meet City requirements and are properly restored;   develop and implement quality control, quality assurance, and project documentation procedures; ensure quality workmanship and quantity control on each project through an effective inspection program.

 

Minimum Qualifications

 

Education: Successful completion of high school, G.E.D. or California Proficiency Certificate. 

Experience: Nine (9) years of increasingly responsible sub-professional engineering/construction inspection work, including three (3) years at the level of Senior Construction Inspector, Senior Engineering Technician, Party Chief, or equivalent.

Acceptable Substitution: Completion of a terminal curriculum in engineering technology equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the required remaining experience.

Licenses or Certificates: Required possession of a valid California driver’s license. 

Desirable Licenses or Certifications:

• State Water Resources Control Board Water Distribution Operator Level D2 
• AWWA Cross Connection Specialist (CCS) certification
• Incumbent will be required to obtain D2 and CCS certifications within one year of appointment

The Position

The successful candidate for Director of  Public Works will bring a demonstrated record of executive leadership and broad municipal public works experience.  Appointed by and reporting to the City Manager or their designee, the Director will be responsible for managing a staff of 73 in Administration, Engineering, and Maintenance (Streets Maintenance, Building Maintenance, Parks Maintenance, and Fleet Maintenance). The Director will provide strategic leadership for the City’s Public Works Department and Capital Improvement Program, ensuring the effective planning, delivery and maintenance of critical public infrastructure and municipal assets. The successful candidate will possess a strong background in organizational leadership, project management, and fiscal stewardship, with the ability to oversee complex capital projects while balancing operational priorities and long-term infrastructure needs. Serving as a trusted advisor to the City Manager, the Director will provide thoughtful recommendations on policy matters, infrastructure investments, and long-range financial planning. The Superior Court of California, County of San Mateo seeks qualified candidates for the position of Court Probate Examiner.

 

Under general supervision from the Senior/Supervising Court Staff Attorney, the Probate Examiner provides technical and procedural support to Attorneys and Judicial officers for probate matters. This specialized technical level position performs complex and specialized probate assignments, requiring the use of advanced specialized knowledge of probate policies, practices, and procedures.
  
The person selected for this position will provide paraprofessional legal assistance on the technical and procedural aspects of probate law, applying probate rules, policies, procedures, and practices in carrying out difficult and detailed processes. The Probate Examiner will perform the full range of probate case evaluation and work closely with judicial officers, attorneys, county agencies, and unrepresented litigants.

 

The Probate Examiner works in a variety of settings primarily outside the courtroom, performs the final examination on probate case files prior to hearings in the Court, and recommends court approval on matters that are in order and may be approved by petition. The Probate Examiner classification is distinguished from Court Staff Attorney in that the latter is assigned to a variety of areas to perform all phases of legal work.

 

 

Examples Of Duties

 

Duties may include, but are not limited to the following:

• Receive, examine, and process complex probate petitions and supporting pleadings for accuracy and inform judicial officers of any deficiencies.
• Review the accountings of a variety of pending probate case files set for hearing by the court for compliance with jurisdictional and procedural requirements of existing statutes, rules, and policy, note deficiencies where appropriate, and recommend approval to a judicial officer those matters which are in good order.
• Confer and communicate with attorneys, litigants, other members of the public, judges, and courtroom staff, provide information regarding court procedures and materials, answer inquiries and explain legal filing processes, and explain fees and fines.
• Review files to ensure documentation is procedurally correct in compliance with appropriate laws and local rules and note deficiencies and contact attorneys and petitioners to resolve problems and issues.
• Perform legal research of statutes in applicable areas of law and brief the judge regarding unusual cases prior to hearing.
• Prepare summary documentation, set forth the facts of each matter before the court, summarize the legal factors and any issues, and make recommendations for action.
• Monitor changes to probate and family law, recommend policy and procedural changes required for compliance, and institute such modifications after approval.
• Attend court hearings and provide consultation on procedural matters as needed.
• Perform other related duties as assigned.

 

Qualifications

 

Education and Experience:

Applicants must meet the qualifications for a Probate Examiner as set forth in rule 10.777 of the California Rules of Court, which are:

1. A Bachelor of Arts or Bachelor of Science degree from an accredited educational institution and a minimum of two years' employment experience with a court, a public or private law office, a public administrator, public guardian, public conservator, or private professional fiduciary.

OR

 2. A paralegal certificate or an Associate of Arts degree from an accredited educational institution and a minimum of a total of four years' employment experience with a court, a public or private law office, a public administrator, public guardian, public conservator, or private professional fiduciary.

 OR

 3. A juris doctor degree from an educational institution approved by the American Bar Association or accredited by the Committee of Bar Examiners of the State Bar of California and a minimum of six months' employment experience with a court, a public or private law office, a public administrator, public guardian, public conservator, or private professional fiduciary.

 

Knowledge of:

• Provisions of the Probate Code, Civil Code and other California codes, California Rules of Court, and local court rules pertaining to the preparation, acceptance, and processing of probate documents.
• State and local Rules of Court that govern court operations, including but not limited to, the processing of court documents.
• Legal terminology, procedures, principles, and concepts relevant to probate cases.
• Correct English usage, including grammar, spelling, and punctuation.
• Office practices and procedures, including operation of standard office equipment such as a computer.
• Techniques for dealing with persons of various ages and ethnic and socio-economic backgrounds, who may have physical and/or emotional problems.

 

Skill/Ability to:

• Interpret, evaluate, and explain complex laws, regulations, policies, and procedures pertaining to probate law.
• Perform legal research, and analyze and apply legal principles, facts, and precedents to legal problems.
• Prepare clear, concise, and accurate reports, documents, correspondence, procedures, and other written materials.
• Communicate effectively, both orally and in writing.
• Interact appropriately with judges, court staff, attorneys, and the public.
• Establish and maintain effective working relationships with those contacted in the course of the work.
• Maintain confidentiality.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include a written and/or performance exercise prior to the interview.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Qualifications

 

Education and Experience:

A typical way to qualify is:

• Experience: Five (5) years of progressive, hands-on experience in systems engineering, network administration, or IT operations, which must include at least two (2) years of experience in a supervisory, team-lead, or dedicated project manager capacity.
• Education: Graduation from an accredited college or university with a Bachelor’s degree in Computer Science, Information Technology, Management Information Systems, or a closely related field. (Additional qualifying hands-on engineering experience may substitute for the education on a year-for-year basis).
• Desired Certifications: Advanced enterprise infrastructure, network administration, or virtualization credentials, such as Nutanix NCP/NCM, VMware VCP, Cisco CCNP, or equivalent professional-level engineering certifications are highly desirable but not required.

Knowledge of:

• Advanced principles and practices of systems engineering, network architecture, and data security.
• Enterprise virtualization environments and hypervisor management (e.g., VMware, AHV, Nutanix ecosystem, or industry equivalents).
• Network security tools and protocols, including next-generation firewalls, VPN configurations, and identity access management.
• Modern project management methodologies and task-tracking platforms (e.g., Microsoft OneNote/Planner, Jira, or similar).
• Principles of personnel supervision, team development, and workload prioritization.
• Budget preparation, fiscal management, and cost-benefit analysis for technology acquisitions.

Skill/Ability to:

• Dive deep into technical environments to build, configure, and troubleshoot infrastructure directly.
• Translate complex organizational needs into robust, scalable, and secure technical architectures.
• Supervise, motivate, and hold accountable a technical team in a highly collaborative environment.
• Manage multiple complex projects simultaneously from conception through successful deployment.
• Communicate technical concepts clearly and concisely, both orally and in writing, to technical staff and non-technical stakeholders alike.
• Establish and maintain effective, cooperative working relationships with internal departments, external vendors, and executive leadership.

Anyone may apply. Current employees of the County of San Mateo and County of San Mateo Superior Court of California with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination. 

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a writing exercise or performance exam given immediately preceding the interview.

The Ideal Candidate: Ideal candidates have proven experience performing complex professional duties that require advanced knowledge and specialization in training and technical knowledge and expertise in occupational health and safety program development, coordination, and administration.  Duties include, but are not limited to:

• Planning, developing, coordinating, and administering District-wide training and staff development programs.
• Ensuring compliance with Federal and State regulations, including POST, OSHA, and Cal/OSHA requirements.
• Delivering or coordinating mandated safety and life-safety training such as Emergency Medical Response, First Aid, AED, Bloodborne Pathogens, and CPR.
• Monitoring workers’ compensation claims, collaborating with administrators, and identifying trends to improve workplace safety.
• Developing and implementing occupational health and safety programs designed to reduce risk and enhance District-wide safety practices.
• Researching, maintaining, and updating safety-related policies, procedures, manuals, and documentation.
• Participating in the ADA/FEHA interactive process, including evaluating medical restrictions and recommending modified or light-duty assignments.

Work Environment: This position is part of the Human Resources Department at Midpen’s office in Los Altos, California.
