The Town of Woodside is seeking a Director of Public Works/Town Engineer to join the Public Works and Building Department under the direction of the Town Manager. The Town will select the candidate with the best combination of experience and education that aligns with the customer service values of Town Hall.

The Town of Woodside:
Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Opportunity:
The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. Bringing extensive Public Works management experience with excellent communication skills, cultivates positive relationships, approachable, responsive, and innovative. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.
• Oversee the development and ensure proper implementation and progress of capital improvement projects.
• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and capital improvement project administration.

What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review. 

• Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. 

• Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. The ideal candidate can work independently as well as with a team, and can make quick, quality, and educated decisions, taking a proactive approach to deal with customer service issues. TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.

• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

Develop, participate and review field engineering compliance audits, source testing and sampling, analysis of the results and preparation of reports; observes and audits private contractor tests.

Provide lead direction, review and participate in the study of accidental releases as complex facilities, rule effectiveness and hazardous material storage, transportation and handling.

Provide lead direction, review and participate in community assistance program, hazardous incident investigations, and Technical Review Group.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Definition
Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

Distinguishing Characteristics
This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.

GENERAL INFO 

Under general supervision, the Recreation Leader I/II positions provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, part-time position requires working an average of 15 to 20 hours per week, but no more than 999 hours per fiscal year total. The roles involve ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.

 

UNIVERSAL POSITION DUTIES (Illustrative purposes only) 

• Organize, inventory, and maintain facility materials and equipment. 
• Supervise teams/groups of other program staff or volunteers under the direction of Supervisor. 
• Assist in organizing and supervising recreational programs in any one or more of the following areas: children, adults, senior citizens, and participants with special needs at playgrounds, community centers, and other recreational areas. 
• Open, close, and secure facilities, including locking gates and setting alarms.

• Ability to obtain a current Driver’s License and clean driving record is preferred.
