Assigned Location: Midpen is currently seeking to fill two Lead Open Space Technician positions, reporting to the Maintenance Supervisor. These assignments are scheduled to begin in September 2026, and based in the following locations:

About the Position: The Lead Open Space Technician performs a wide variety of tasks in the construction, maintenance, and repair of assigned areas.  This role requires the use of considerable independence, initiative, and discretion within established guidelines. Work Environment: This position is part of the Land Stewardship & Trails Department assigned to a primary field office and will visit other Midpen field sites. This position may be required to work evenings, weekends, and holidays. Must wear prescribed District uniform and adhere to strict safety procedures and work habits. Depending on the exposure, employee is required to wear head, hearing, eye, foot, face, hand, and full protection equipment. Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, and poison oak. Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in park maintenance, resource management, or a related field and three (3) years of experience in construction, maintenance, and/or repair of parks, open spaces, and/or related facilities, and/or resource management.

 

Licenses & Certifications Required:    

• Possession of a valid California Class C Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR)

certification within six (6) months of employment.

• Depending on assignment, possession of, or ability to obtain, a valid California Class A Driver’s

License and required endorsements within twelve (12) months of employment.  

• Depending on assignment, possession of, or ability to obtain, a valid Grade I Water Treatment

Operator Certificate and Grade I Water Distribution Operator Certificate issued by the California

Department of Public Health (CDPH).

• Depending on assignment, possession of, or ability to obtain, a California Qualified Applicators

Certificate with Landscape Maintenance (Category B) for pesticide application within twelve (12) months of

employment.

WORK SCHEDULE AND BENEFITS:

The District observes a 4/10 work schedule, Monday-Thursday, 10-hour days. The regular work schedule for the Water Distribution Operator I/II position is 6:30 a.m. – 5:00 p.m.

Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday. Per CHWD policy, employees assigned to Standby Duty must reside within fifteen (15) miles of the District headquarters while performing Standby Duty.

Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator I - This is the entry-level class in the Water Distribution Operator series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Water Distribution Operator I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned.

Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

            

POLICE ASSISTANT

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

 

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Lieutenant and Traffic Sergeant. Projects are assigned, and the person usually works with very little supervision. 

 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.
• Must be flexible with hours and available to work some evenings and occasional weekends.

 

QUALIFICATIONS

Knowledge:

Ability to:     

Effectively communicate verbally and through written correspondence; understand and follow verbal and written instructions, prepare clear and accurate reports, work cooperatively with others contacted in the course of work, handle multiple work requests under pressure, read and interpret maps, type at a speed of no less than 40WPM and have excellent customer service skills. Operation of radio communication equipment is required. Must be able to lift up to 20 pounds and stand outdoors for extended periods while performing traffic control assignments. Required to wear safety equipment, including a vest, belt, and uniform.

 

EXPERIENCE AND EDUCATION

Experience: 

One (1) year of full-time (or the equivalent of full-time) experience involving substantial public contact, or the exchange of detailed verbal information, including interpreting/clarifying rules, regulations, policies, or procedures and handling complaints as a primary element of the work performed. Must be at least 18 years of age at the time of application.

 

Education:

THE DEPARTMENT

In recent years, the City of San Rafael has seen an unprecedented interest in development and growth, and our department has responded with collaborative focus on creating a thriving, sustainable community that meets the needs of our diverse population. 

The Community & Economic Development Department is comprised of five divisions with a total fiscal year 2025-2026 budget of over $7 million and 24 full-time employees. 

The Community & Economic Development Department is comprised of five divisions: 

• Planning, Building, Housing & Code Enforcement Divisions: Support the City’s land use entitlement, construction and inspection permitting, housing policy, and community code compliance programs.
• Economic Development Division: Creates and maintains a thriving economic environment for businesses and residents by providing resources, primarily through the one-stop-shop “San Rafael Go” Program.

 

IDEAL CANDIDATE

The Community & Economic Development Department (C&ED) has 1 vacancy to be filled at either the Principal Planner, Senior Planner, or Associate Planner classification. The Planning Division plays a critical role in shaping the future of San Rafael and establishing a positive initial impression for members of the public engaging with the Community and Economic Development Department.

The ideal candidate for the Principal Planner is an experienced planning professional with deep knowledge of California land use and environmental laws, including extensive experience with the California Environmental Quality Act (CEQA) and Tribal Consultation.  This individual provides strong technical leadership over the review of development applications and is confident exercising independent authority.  The successful candidate is an effective manager who values consistency, customer service, and can clearly communicate technical requirements to staff, professionals, and the public.

The ideal candidate for the Senior Planner is a seasoned planning professional with strong technical expertise and proven project management experience.  This individual brings comprehensive knowledge of California planning and environmental laws and is skilled in overseeing the review of complex development applications including managing California Environmental Quality Act (CEQA) review and Tribal Consultation. The successful candidate is an effective project manager experienced with high conflict and litigious projects, writing and managing proposals, managing consultants, and working collaboratively with various departments. They are comfortable managing large project teams and serving as the primary point of contact for applicants, design professionals, and the public, resolving disputes and complaints with professionalism and sound judgment.  The ideal candidate communicates clearly, collaborates effectively with other City departments and outside agencies, and provides reliable advice and support to the Principal Planner and Planning Manager to ensure the efficient, compliant, and customer-focused operation of the Planning Division. 

The ideal candidate for the Associate Planner is capable of independently processing development applications, including experience with Sign Permits, Design Review, Use Permit, Lot Line Adjustment/Merger, and Variance application types. This individual can prepare and analyze professional planning studies respond to public inquiries regarding the City’s General Plan, Zoning Code, and Subdivision Ordinance, and has experience presenting development projects before public boards and commissions. This candidate has excellent customer service skills and can navigate high conflict situations.

• Plans, organizes, and directs the overall work activities of the long-range planning, current
  planning, and/or permit service programs.
• Reviews and evaluates the job performance of subordinate personnel, identifies professional
  development needs, and provides training as needed.

• Responds to questions and issues raised by the City staff, developers, contractors, architects,
  engineers, and the general public; interpret the General Plan, zoning code and related ordinances

• Responds to inquiries from the public by providing information regarding the General Plan, the
  Zoning and Subdivisions Ordinances and statistical data.
• Receives and reviews land use permits, design review applications, zoning and General Plan
  amendments for conformance with the General Plan, Zoning, and Subdivision Ordinances and
  other requirements; and prepares staff reports recommending appropriate action.
• Conducts environmental review including preparation of initial studies and negative declarations,
  technical and administrative support on the preparation of Environmental Impact Reports and staff reports on all phases of environmental review.
• Performs detailed planning studies, research and analysis to support development of long-range
  policies and plans, as well as implementation ordinances for the City’s growth and development.
• Prepares and analyzes various professional planning studies including, but not limited to,
  demographics, traffic and historic resources.
• Prepares General Plan elements such as the Housing Element by drafting and finalizing plan
  documents; researching materials and making presentations to committees, the Planning
  Commission and the City Council.
• Prepares reports and studies and represents the department before the public, other agencies,
  and developer representatives.
• Attends and participates in meetings of the Design Review Board, Planning Commission, City Council, special committees and neighborhood groups.

 

CORE COMPETENCIES

EDUCATION/EXPERIENCE

Principal Planner

Any combination of education and experience that demonstrates possession of the requisite

knowledges, skill and abilities.

A typical way to obtain these would be:

• AICP Certification or Masters in planning; and
• Five years municipal planning experience including two years in a lead or supervisory position.

Senior Planner

• Graduation from a recognized college or university with a Bachelor’s degree in Planning or related field and five years of increasingly responsible professional planning experience.
• A Master’s degree in Planning may be substituted for one year of experience.
• Public agency experience desirable.
• Excellent written and verbal communication skills required.

Associate Planner

• Bachelor’s degree from an accredited college or university with major coursework in planning, urban studies, geography or related field and three (3) years of full-time work experience at the Assistant Planner level in municipal or regional planning.
• Any combination of education, experience, and training which demonstrates possession of and competency in requisite knowledge and abilities may substitute for the education (degree) on a year-for-year basis.
• A Master’s degree in planning or a related field may substitute for one (1) year of the required work experience.

 

All Levels

• Must possess a valid California driver’s license and have a satisfactory driving record.
