Community Development Director

Salary: $14,771.47- $19,319.73 per month DOE
The Position:
The Community Development Director is a department head level position reporting directly to the City Manager and is responsible for the orderly development of the City; to plan and direct the formulation and administration of the City's General Plan, subdivision and zoning regulations, Building Inspection activities, and Housing and Community Development programs; and to do other work as required. The Director plans, supervises, organizes, and participates in the work involved in planning for the orderly development of the City and administering subdivision and land use regulations; collects data concerning needs of the City for public improvements and zoning of land, and confers with property owners, project developers; analyzes data and information and submits reports and recommendations to the Planning Commission; checks and inspects tentative plans of subdivisions submitted for the approval of the Planning Commission; as necessary, makes field inspections of subdivisions, advises property owners, sub-dividers, civil engineers, architects, and others concerning conformance of plans to State and local laws and regulations, and to the City General Plan; studies and reviews applications for zone changes, use permits, and variances; develops and proposes policies on land use for presentation to the Planning Commission for decision; prepares reports for rezoning; cooperates with public and private officials in the administration of the General Plan and of laws and regulations pertaining to planning; administers the City's code enforcement program; administers Building Inspection programs; administers Housing and Community Development programs; secures information and does research work for the City Manager on planning, annexation, and related subjects; represents the Planning Commission before the City Council and other public meetings; prepares the annual departmental budget; supports the City’s economic development efforts; and represents the City before the public, public agencies, and community/regional organizations.
The Ideal Candidate:
The ideal candidate will have a background that includes principles and procedures of municipal planning; techniques used in the development of master plans; and Federal, State and local laws and regulations relating to planning, and building inspection; prepare ordinances and formulate land use policies; work cooperatively and effectively with public and private officials, with members of the public and City staff; and prepare clear and comprehensive reports with effective graphic illustrations.
Education and Experience:
This position requires an experience base of a minimum of five years of increasingly responsible experience in a technical capacity in public planning work. Graduation from an accredited college with a major in planning, architecture, or a related field is required. Experience in economic development and a Master's Degree in planning desirable.
The Community:
The City of Campbell, centrally located in the Santa Clara valley, 50 miles south of San Francisco, and bordered by San Jose, Los Gatos, and Saratoga, was founded in 1846 by Benjamin Campbell. Set in the Silicon Valley, Campbell is a great location for homes, schools and businesses. Campbell was officially incorporated as a city in 1952. Campbell has grown from a small agricultural community with a population of approximately 5,000 to a progressive community with a population over 40,000. Although it is part of a major metropolitan area, the City has been able to retain a small town feeling and offer personal attention to its residents. The City has ongoing efforts to strengthen neighborhoods and invest in youth, and the coordination and sharing of information assists in attaining its vision as a safe community. Campbell’s attractions range from historical neighborhoods to high tech companies. In addition to the excitement of being in the center of the high tech world, the area provides easy access to the city life of San Francisco, as well as getaways to Napa wine country, Monterey peninsula or Sierra mountains.
Campbell is a general law City and has a Council/Manager form of government. Campbell has a stable political environment, seasoned staff, a reputation for good services and support from the community. Five Council members are elected by district and serve a four-year term in office. The Mayor is elected from among the Council members for a one-year term. City departments include the City Manager’s Office, Police, Public Works, Community Development, Finance, and Recreation and Community Services.
The Department:
The Campbell Community Development Department manages the growth and development of the City consistent with the General Plan and adopted land use policies of the Community. The Community Development Department consists of five divisions, (Planning, Building, Housing, Economic Development, and Code Enforcement) with a fiscal year 2021 budget of $3.2 million. The department has approximately 15 staff members.
The Planning Division’s purpose is to implement a long-range vision for the City of Campbell that provides for a high quality of life for the community; manages the City’s development review process; and develops and maintains the City’s land use and development ordinances, policies and standards.
The Building Division is responsible for field inspections, plan check services, graffiti abatement, updating the City’s adopted Building Codes, and to enforce housing and building codes. The Housing Division is responsible for managing the City’s Below Market Rate Housing Administrator contract, to participate in regional housing conversations, to conduct City sponsored workshops aimed at informing families of affordable housing opportunities, to seek grant opportunities to assist the City’s housing production efforts, and to implement the Housing Element. The Economic Development Division is responsible for implementing and drafting the City’s Economic Development Plan, to assist the business community, to distribute information necessary to inform business of opportunities and new legislation, and to attract new business.
The Code Enforcement Division is responsible for ensuring the public’s compliance with all provisions within the Campbell Municipal Code. These efforts require a close working relationship between all Divisions of the Department as well as the Campbell Police Department.
